About UNHCR:

The Office of the United Nations High Commissioner for Refugees
was established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary:  The Senior Community-Based Protection
Assistant will dedicate 60% of her / his time in supporting coordination of
community-based protection activities country-wide, and 40% of his / her time
to support community-based protection activities in urban Kampala in close
coordination with other members of the urban protection team and partners.

Key Duties and Responsibilities:  

·       
Support the coordination of community-based
protection activities in the Uganda operation, including providing field
support when required

·       
Assist the integration of participatory and
community-based approaches in the overall protection strategy and sectoral
interventions

·       
Support the promotion of peace building
initiatives within the operation including liaising with relevant stakeholders
and sharing of good practices to enhance peaceful co-existence amongst
communities.

·       
Actively participate in and support coordination
of relevant inter-agency coordination groups, such as the Peaceful Co-Existence
Taskforce and Persons with Specific Needs (PSN) Sub-Working Group under the
National Refugee Protection Working Group.

·       
Assist with data management as well as internal
and external reporting on thematic areas under the purview of the
Community-Based Protection Unit, including community mobilization and
empowerment, Age Gender and Diversity (AGD), PSN, and peaceful co-existence

·       
Support liaison and coordination with relevant
national authorities and other concerned stakeholders on issues related to
disability inclusion, elderly, and other related matters.

·       
Participate in relevant external meetings on
behalf of UNHCR when required;

·       
Undertake case management and follow-up on
individual cases, including conducting interviews and providing counselling to
PoCs, assessing cases for social needs and durable solutions and recommending
appropriate responses, conducting home visits, and making referrals to
respective service providers (partners, government institutions and other
agencies) where required, in accordance with applicable policy and guidelines;

Monitor and engage closely with UNHCR’s partners
and other organizations in Kampala to ensure that identified refugees and
asylum seekers with specific needs receive appropriate assistance;

·       
Assist with community outreach activities, and
support community-based groups in Kampala to promote community empowerment and
self-reliance;

·       
Assist the integration of participatory and
community-based approaches in the urban refugee response, to ensure that
programming decisions are guided by PoCs’ perspectives and capacities.

Perform other duties as required

Qualifications, Skills and Experience:

·       
The ideal candidate for the United Nations UNHCR
Senior Protection Assistant job vacancy should have completed a High school
diploma

·       
Completion of a university degree in the
following areas or related field of study would be an asset: International
Development, Cultural Studies, Human Rights, Social Work, Social Science,
Political Science, Anthropology, International Law is required.

·       
Minimum 5 years of previous job experience
relevant to field is required.

·       
Knowledge of English is required.

·       
Ability to cope with stress; culturally and
social sensitive is required.

·       
Experience in working with UN/NGOs in a refugee
context is required.

·       
Good knowledge of and demonstrated skills on the
main MS-Office software applications is required.
