partners to address the needs of conflict affected population, rural and urban
poor communities in Uganda to address their real needs in areas of health,
nutrition, food security and livelihoods, environmental health, protection and
psychosocial support, and research.

Job Summary: The
Finance Officer actively contributes to the efficient and effective financial
management of the organisation and its field offices with a responsibility for
the financial management of projects. The Finance Officer will report to the
Finance Manager. 

Key Duties and Responsibilities:  

·       
The Finance Officer will be receiving and
banking revenue, issuing receipts for record purposes.

·       
Ensuring timely payment for works, goods and
services provided to the organization.

·       
Ensure adherence to the organization policies,
especially the financial policy, regulations and professional practices in all
financial transactions.

·       
Preparing payment vouchers after funds requests
have been duly authorized, filed chronologically and archived as required as
per the organization and the donors’ requirements.

·       
Capture data in the accounting package.

·       
Support in preparing period financial and
management reports for the organization and its projects/ programs.

·       
Provide support in the preparation of monthly,
quarterly and annual work plans and budgets for the organization and its
projects/programs.

·       
Ensure proper and timely accountability for all
resources.

·       
Support fundraising initiatives of the
organization

·       
Support the filing of monthly tax returns.

·       
Ensure accurate posting of all tax related
transactions to the GL.

·       
Prepare of tax status and other reports as
requested by management and other stakeholders.

·       
Prepare monthly WHT returns for compliance.

·       
Ensure WHT is compiled and remitted to URA by
the 15th of every month.

·       
Work with Accountant reporting to compile NSSF,
PAYE and LST returns and submit for payment monthly and annually to
authorities.

·       
Conduct tax awareness sessions for AFOD
employees especially Accountants.

·       
Build and maintain robust tax documentation,
records, files

·       
Keenly review ALL payments to local &
international suppliers to ensure appropriateness of tax invoices for tax
purposes and verify withholding tax applicable.

·       
Maintain quality and supportive relationship
with tax authorities and a healthy relationship with tax consultants.

·       
Ensure all WHT certificates are sent to vendors.

·       
Prepare documents required and attendance to
queries raised by the Internal & External Auditors for quarterly and annual
statutory audit on tax related matters.

·       
Attend and co-ordinate post audit reconciliation
meeting by the tax authorities.

Qualifications, Skills and Experience:

·       
The ideal candidate for the Finance Officer job
placement must hold an honors Bachelor’s degree in Finance, economics, business
administration accounting option

·       
CPA or ACCA accreditation is an added advantage.

·       
A minimum of three years of relevant experience
in working with NGOs

·       
Good understanding of current accounting
software

·       
Excellent analytical, interpersonal and
communication skills

·       
Highly self-motivated with strong organizational
and planning skills

·       
Computer literacy skills

·       
Financial and budget analysis including
budgeting.

·       
Financial performance review methods and
techniques

·       
Financial reporting to partners/donors

·       
Mentoring and coaching skills

·       
Good understanding of International accounting
standards, financial management policies and procedures

·       
Good understanding of audit and risk management
function and processes.

·       
Effective verbal and listening communications
skills.

·       
computer skills including the ability to operate
finance software, spreadsheets and word processing programs at a highly
proficient level.

·       
Effective written communications skills
including the ability to interpret reports, budgets, proposals, policies and
procedures.

·       
Maintain standards of conduct

·       
Be respectful, possess cultural and political
awareness and sensitivity

·       
Demonstrate flexibility, consistency and sound
work ethics.
