About US:

Uganda National Meteorological Authority (UNMA) is a
statutory body established by UNMA Act, 2012. The Act empowers UNMA to provide
for the control and development of technically sound and scientific
meteorological services in Uganda.

Job Summary:  The Director Finance and Administration will
manage Finance, Planning, Human Resource, General Administration and Business
Development.

Key Duties and Responsibilities:  

·       
Head of the Directorate of Finance &
Administration

·       
Advises the Executive Director on Finance and Administration
matters

·       
Coordinates preparations of Annual work plans
and budgets

·       
Supervises and appraises senior staff in the
Directorate

·       
Identifies skills and competency gaps in the
Directorate

·       
Complies with all the mandatory reporting
requirements of the Authority and other relevant stakeholders.

·       
Coordinates financial resource mobilization and
administrative strategy of UNMA,

·       
Develops robust internal financial controls

·       
Prepares financial Statements to meet the
Authority’s obligations under relevant financial laws and regulation
requirements

·       
Develops, keeps and continuously updates the
Authority’s Asset Register

·       
Drafts Cabinet Memoranda

·       
Performs any other relevant duties as may be
assigned to him/her by the Executive Director.

Qualifications, Skills and Experience:

·       
The ideal candidate for the Uganda National
Meteorological Authority (UNMA) Director Finance and Administration job must
hold an Honors Degree in Accounting or Finance Management or Social Sciences or
Business Administration obtained from a recognized University

·       
A Masters’ degree in either Finance, Accounting,
Public Administration, Management Studies, Business Administration or
Organizational Development; and

·       
A Professional qualification in CPA with
evidence of current membership.

·       
Certificate in Administrative Law from a
recognized institution is an added advantage.

·       
A minimum of eight years of working experience
(3 of which should be at senior management level) in a related field, working
with a reputable organization with a clear knowledge in government financial
and accounting systems.

·       
Conversant with the Integrated Financial
Management System

·       
Accounting, Finance, Management and
administrative skills

·       
Proven ability to write policy documents.

·       
Age: 35 years and above.
