Uganda Electricity Generation
Company Limited (UEGCL) is a Public Limited Liability Company incorporated in
March 2001 under the Companies Act (Cap 110), the Laws of Uganda and in
conformity with the Electricity Act, 1999. UEGCL started operation on 1st April
2001 and is wholly owned by the Government of the Republic of Uganda, with the
head office located in Kampala. The mandate of UEGCL is to establish, acquire,
maintain and operate electricity generation facilities as well as promote
Research and Development in the Electricity generation sector while running the
company on sound business principals.

The Vision of the Company is to
“Be One of the leading Power Producers in the Great Lakes Region”.

The Mission is to
“Sustainably generate Reliable, Quality and Affordable Electricity for
Socio-Economic Development”.

Job Summary: The Senior
Compliance Officer will Plan and supervise the management of Compliance and
Regulatory engagements and monitor adherence to the set operational standards
and practices in line with the relevant legislation and policy frameworks.

Provides compliance checks,
verification, investigation, and Compliance reviews geared towards assessing
compliance levels of selected policies and procedures, execution of aIntegrity
and Compliance enhancement activities geared towards promoting compliance
culture and improving the control environment, Conducting awareness
assignments, advocating for and facilitating upfront assessment of compliance
and risks in key business areas and development of corresponding mitigating
procedures, following up to confirm implementation of identified  initiatives, Assessing compliance levels,
reviewing, evaluating the effectiveness of and investigating matters of
noncompliance in the institution.

Appropriate compliance policies and procedures
designed to prevent illegal or unethical conduct are established and
institutionalized;

·        
Policies and procedures are communicated
throughout the Organisation

·        
Employees are periodically trained with respect
to compliance policies and procedures;

·        
Compliance with policies and procedures are
monitored, audited and enforced accordingly

Key Duties and
Responsibilities: 

·        
Supervise audit assignments as per Compliance
programmes.

·        
Coordinate implementation of institutional
compliance program in regard to internal regulations, policies and
standards.Identify material changes in operations/systems and alert supervisors

·        
Coordinate Investigations of cases and on
request represent in cases of court

·        
Advise and Recommend from works for
institutionalizing of good practices for staff compliance and adherence to the
set standards and practices

·        
Review and coordinate the settlement of cases
and provide technical support to management and staff in line with departmental
instructions

·        
Manage the performance and development of staff
in line with the HRMM

·        
Working with the Legal, Internal Audit, Human
Resources and other Departments as appropriate, implement education and
training programs for  stakeholders and
employees whose functions involve compliance with laws or ethical standards of
conduct, including introductory training for new employees and ongoing training
for all management and appropriate employees.

·        
Plan, Coordinate and  conduct Investigation of reported and
suspected cases of non- compliance and 
fraud in line with guidelines

·        
Evaluate effectiveness and efficiency of
operations and promoting continuous improvement, Assess compliance with the set
policies, procedures, standards, technical specifications as well as best
practices

·        
Review and analyze compliance and regulatory
procedures and associated risks and suggest mitigation measures for risks
identified;

·        
Monitor and follow up agreed actions with
clients to confirm their implementation

·        
Plan and manage the performance and development
of staff under supervision so as to improve their productivity

·        
Ascertain extent to which process goals and
objectives have been established and conform to those of UEGCL

·        
Review processes to ascertain extent to which
results are consistent with goals and objectives and are performed as
intendedPrepare timely, clear, and well-written reports of audit results to
Supervisor.

·        
Advising and influencing senior management to
take appropriate steps to strengthen the governance, risk management and
internal control environment

·        
Coordinate external audits and follow up on
implementation of recommendations with relevant stakeholder

·

Qualifications, Skills and
Experience:

·        
The ideal applicant should hold a Bachelor
degree in B. Com, Economics, Accounting (Hons), LLB, Engineering or equivalent

·        
Part qualification in accounting with a relevant
professional body such as ACCA, CPA CIMA is added advantage

·        
Member of relevant professional bodies is added
advantage;

·        
Possession of CFE or with a degree in a field
which has modules in internal controls, finance, auditing, data analysis,
forensic accounting or forensic auditing or other relevant professional
qualification is an added advantage

·        
Professional qualification in IT Security, CISA
CIA, CPA Qualification in Project Management and any other post graduate
qualification in relevant field is desired

·        
Membership of the Institute of Internal Auditors
or any other related recognized professional body is an added advantage;

·        
Computer literacy is a must
