Job Summary: Under
the overall supervision of the Chief of Mission, and the direct supervision of
the Programme Coordinator, the successful candidate will assist project
planning, coordination, implementation and monitoring of activities for a Japan
funded project “Comprehensive Border  Management for a Strengthened response to
Emergency Mass Migration and Identification of Individual Security Threats in
Uganda”.

Key Duties and Responsibilities: 

       
Assist the overall implementation of the project
including project implementation, administrative and financial aspects in
coordination with the Programme Coordinator and Resources Management Unit.

       
Provide effective project planning, coordination
and implementation support in accordance with the approved project documents
and budget in close coordination with the Programme Coordinator.

       
Contribute to the development of and maintain
work plans, implementation strategies and expenditure plans to facilitate the
timely execution of projects, checking that the budget lines are respected and
monitoring burn rates for the effective use of the funds.

       
Contribute to the development of project
monitoring and evaluation (M&E) plan, tools and field data collection
mechanism.

       
Monitor and track all components of the project
to ensure all the activities are within the timeline for successful completion.

       
Draft donor (Embassy of Japan in Uganda) reports
including interim and final reports and facilitate timely submission in line
with donor requirements and IOM procedures and standards.

       
Liaise with all stakeholders including
Directorate of Citizenship and Immigration Control (DCIC), Office of the Prime
Minister, UN/ Non-Governmental Organisation (NGOs), local governments and
beneficiary communities to ensure effective and active communication.

       
Contribute to needs assessment and development
for new project proposals in collaboration with Programme Support Unit.

       
Undertake duty travels to the field as necessary
to monitor and supervise field implementation progress, to discuss and identify
implementation challenges and bottle necks, as well as to recommend problem
solving measures.

       
Participate in relevant interagency meeting
(Government, UN, I/NGOs, etc.), including sector working groups and task force
meetings and follow up on action points and recommendations; take and share
meeting minutes with relevant team colleagues.

       
Coordinate with Public Information Unit and
other programmatic units with regards to creation of Information Education
Communication (IEC) materials as well as development of donor visibility items.

       
Liaise with the Embassy of Japan as a focal
person for the project updates, reports and other communications as well as to
discuss their further funding opportunities.

       
Perform such other duties as may be assigned.

Qualifications, Skills and Experience:

       
The ideal candidate for the United Nations International
Organization for Migration (IOM) Project Officer (IBM and Monitoring and
Evaluation) job placement must hold a Master’s degree in Political or Social
Sciences, Law, International Relations or a related field from an accredited
academic institution with two years of relevant professional experience; or University degree in the above fields with four
years of relevant professional experience.

       
Operational and field experience in
coordination, project management and monitoring and evaluation of migration
related projects;

       
Strong experience in coordination, communicating
and liaising with governmental donors, authorities, UN, international and
national NGOs and other national/international institutions;

       
Work experience in the Eastern African region is
an asset;

       
Sound knowledge of refugee and migration related
issues, including economic and social conditions of migrants in several
countries;

       
Excellent knowledge of technical cooperation
principles, concepts and techniques;

       
Good knowledge of financial and administrative
management;

       
Effective resource management and mobilization
skills;

       
Excellent writing, communication and negotiation
skills;

       
Ability to prepare and concise reports.

       
Languages: fluency in English is
required (oral and written). Working knowledge of Japanese, French and/or
Spanish is an advantage.
