Background:

 DAI seeks an
Administration and HR Manager for a five-year, $24 million dollar USAID-funded
agriculture program. The Feed the Future Uganda Inclusive Agricultural Markets
Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of
Uganda institutions and agencies, and market actor organizations on creating
efficiencies in cross-market functions that enhance systemic changes to
sustainably increase incomes and improve the livelihoods of households through
agriculture-led inclusive economic growth. The Activity contributes to the
Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing
hunger, malnutrition, and poverty, as well as the USAID/Uganda Country
Development Cooperation Strategy’s (CDCS) 2016-2021 five-year goal of strengthening
Uganda’s systems to accelerate inclusive education, health, and economic
outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI),
which covers 38 districts spread across four regions of Uganda.

Job Summary: The Administration and HR Manager will
supervise the IT Specialist, Admin/Logistics Assistant and project drivers

Key Duties and Responsibilities: 

  • Work with Director of Finance and Administration to ensure that
    Kampala and district office needs are met (i.e. office equipment,
    supplies, furniture)
  • Oversee all HR operations on the project, including recruitment,
    hiring, employee on
    boarding, staff orientation, performance reviews, and
    disciplinary action in compliance with USAID rules and regulations, DAI
    policies, and local labor laws.
  • Support the team to fill surge capacity technical needs, including
    identifying and hiring long
    term and shortterm technical experts in a timely fashion
  • Coordinate and supervise the preparation of employment agreements
    for staff.
  • Support staff training and development needs
  • Develop and maintain the Human Resources Management section of the
    IAM Field Operations Manual, ensuring updates as needed.
  • Maintain personnel files in hard copy and TAMIS for all long-term
    and short-term project staff.
  • Manage office inventory of goods, equipment, and vehicles.
  • Communicate with landlords on facilities management, improvement,
    and repair issues.
  • Organize full-time driver staff and ensure project vehicles meet the
    travel needs of project staff.
  • Coordinate travel and logistics both internationally and within
    country
  • Other logistic and administrative activities as required including but
    not limited to: study tours, consultative workshops, and awards programs.
  • Other tasks as assigned by the Director of Finance and
    Administration.

Qualifications, Skills and Experience:

  • Undergraduate degree (BA/BS) plus 5 years of prior experience
    administrating USAID projects as an office manager
  • Knowledge of USAID/U.S. Government regulations (FAR, AIDAR, etc)
  • Knowledge of host country legal/HR requirements
  • Previous DAI experience preferred.
  • Previous experience working on international donor-funded projects
    preferred.
  • Fluency in English is required.
  • Highly organized and the ability to multi-task
  • Excellent interpersonal communication skills
