About USAID Project:

CRS is leading a
consortium of 7 implementing and technical partners to run a five-year
USAID/FFP funded $35 million program called Nuyok to build resilience to
shocks, enhance livelihoods and improve food security and nutrition for
vulnerable rural families in three districts of Karamoja – Abim, Nakapiripirit
and Napak – which are home to 406,880 people living in an estimated 58,126
households. At the end of the program, sustainable results will include
empowered, resilient, healthy families; responsive, inclusive governance; and a
vibrant private sector that engages smallholders at every level

Job Summary:  The Program Manager Governance will provide
technical advice, support, and oversight to a range of program design and
implementation issues in the area of governance in line with Catholic Relief
Services (CRS) program quality principles and standards, donor guidelines, and
industry best practices to the Nuyok project teams to advance the delivery of
high-quality programming to the poor and vulnerable. Your advice, knowledge,
and support will contribute to determining how effective, adaptive and
innovative CRS’ governance programming is in Uganda. 

Key Duties and Responsibilities: 

  • Support the development and contribute to
    the implementation of Nuyok strategies, standards, project plans, tools
    and best practices in governance that effectively engage partners, donors,
    and governments, and ensure linkages among related activities throughout
    the project cycle. Help ensure DFSA resilience approaches related to
    governance are aligned with the GoU guiding principles and milestones.
  • Provide technical solutions to project
    teams for strategic planning and how to best apply standards, best
    practices, partnership principles, tools and M&E, helping to ensure
    high-quality implementation.
  • Support capacity strengthening
    initiatives in governance programming for staff and partner organizations
    through helping develop learning and training strategies and
    agendas/curriculums, conducting trainings and workshops, and coaching.
  • Collect and analyze program data,
    prepare reports, capture and share lessons learned and best practices to
    facilitate improvements in decision-making and contribute to the
    governance learning agenda.
  • Contribute to maintaining effective
    communication and good relationships with, government officials,
    traditional leaders, elected representatives, partner organizations,
    national, regional, and community level food security task force leaders.
  • Participate in relevant forums and
    knowledge networks to collect and share promising practices in the area of
    governance, promote CRS’ work in Uganda, and contribute to the CRS
    learning agenda.

Qualifications, Skills and Experience:

  • The ideal candidate for the Catholic
    Relief Services (CRS) Program Manager Governance job should hold a
    Master’s degree in international development, public policy, political
    science, sociology, public administration, law, economics, anthropology,
    organizational development, or other related area.
  • At least five years of relevant work
    experience utilizing participatory assessment, mapping and planning tools
    with communities, government representatives and elected officials,
    ideally working with an international NGO.
  • Knowledge of technical principles and
    concepts in governance standards and principles. General knowledge of
    gender equality principles and other related disciplines to ensure proper
    cross-sectoral approach.
  • Hands-on experience at the regional and
    local level in the design, implementation and monitoring and evaluation of
    participatory governance projects and activities. Knowledge of capacity
    strengthening best practices.
  • Experience with program monitoring and
    evaluation and analysis.
  • Experience and skills in networking and
    relations with donors, peer organizations, and faith- based and civil
    society partners. Understanding of partnership principles.
  • Demonstrated knowledge of USAID rules
    and regulations is a plus.
  • Proficient in MS Office packages (Excel,
    Word, PowerPoint), Web Conferencing Applications, information management
    systems.

    ability to manage complex situations Required/Desired Language:
  • Strong written and verbal communication
    skills in English with ability to write technical reports. Karimojong is a
    plus Required Travel:
  • Around 40 to 50% within DFSA
    implementation areas in Karamoja
