About US:

The National
Information Technology Authority-Uganda (NITA-U) was established as a statutory
body under the National Information Technology Authority, Uganda Act, 2009 as
one of the key players in the Information and Communications Technology Sector.
Its mandated is to coordinate, promote and monitor IT development within the
context of national social and economic development, with a vision as “a
facilitator of a knowledge-based, globally competitive Uganda where social
transformation and economic development is supported through IT enabled
services.”

Job Summary:  The Systems Analyst will conduct systems
analysis and design of new e-Government solutions, examine existing systems and
recommend enhancements, and/or systems interfaces and actively participate in
system development, implementation and testing, all with the aim of improving
Government efficiency and productivity to improve service delivery to citizens.

Key Duties and Responsibilities: 

  • Develop and maintain technical design documents and blueprints for
    software solutions including specifications and architectural design
    diagrams
  • Work closely with system developers in Government and participate in
    solution development, testing and implementation to ensure technical
    compatibility and user satisfaction.
  • Carry out audits or assessments on existing Government systems to
    determine how well software, hardware and the wider IT enterprise fit the
    business needs and make the required recommendations
  • Apply relevant emerging technologies, industry standards, best
    practices and provide input during Software Development Lifecycle
  • Continuously review and document existing e-Government systems and
    processes and recommend the necessary enhancements and system interfaces
    to ensure delivery of quality e-Government Services.

Qualifications, Skills and Experience:

  • The ideal candidate for the NITA-U Systems Analyst job placement
    should hold a Bachelor’s Degree in Information Technology or Software
    Engineering, Information Systems or Computer Science from a recognized
    university is required;
  • Specialized training and certification in COBIT, CISA, CISM, or
    trainings related to software development, systems audits and analysis is
    an added advantage;
  • A minimum of three years of working experience in business analysis
    or IT systems analysis or software Development in a busy and dynamic IT
    organization
  • Communications: Very good communication skills (spoken and written),
    including the ability to communicate effectively with diverse audiences on
    environmental related matters, good negotiation skills and to prepare a
    variety of written documents, contracts, reports, etc. in a clear, concise
    style.
  • Teamwork: Very good interpersonal skills and ability to establish
    and maintain effective working relations with people in a multi-cultural,
    multi-ethnic environment with sensitivity and respect for diversity.
  • Integrity: Must be a person of proven honesty and does not tolerate
    corruption and unethical behaviours in all its forms and manifestations.
  • Innovation: Must be a person with ability to seek new ways of doing
    things efficiently to deliver value to our customers.
  • Customer Centricity: Must be a person who strives to satisfy
    customers and clients. Should be able to understand what the customer
    wants and delivering it flawlessly.
  • Quality: Must be a person who thinks of quality and continuous improvement
    in his/her work.

Competencies

  • Adequate knowledge of relational database systems, Object Oriented
    Programming, web-services/SOA and web application development is added
    advantage Aggressive problem diagnosis and creative problem solving skills
  • Strong organisational skills to juggle multiple tasks within the
    constraints of  timelines and
    budgets
  • Ability to work and thrive in a fast-paced environment, learn
    rapidly and master diverse software technologies and techniques.
