Job Summary:  The Senior Officer – Accountability will
manage the country program accountability system. They will be expected to
manage, and sort feedback received from beneficiaries and stakeholders through
the CP’s digital case management platform as well as manage the CP toll-free
line. They will ensure projects are upholding the CP’s accountability
commitments as well as support where necessary.

Key Duties and Responsibilities: 

·        
Act as a
triage for all community and stakeholder feedback for the CP.

·        
Help CRS
staff to document and respond to all community feedback received.

·        
In
collaboration with programming and MEAL staff, review and refine accountability
practices on a periodic basis and address any gaps or challenges that arise.

·        
Establish
systems that will ensure response protection and MEAL systems meet donor MEAL
requirements.

·        
In
coordination with Program Managers, and using CRS’ MPP, develop training and
refresher modules that ensure that all participants have an in-depth understanding
of accountability and are equipped to apply it in their working lives.

·        
Establish
orientation curriculum on accountability for new staff in CRS.

·        
Support
projects in establishing a sustainable Feedback/Complaints Response Mechanism
(FRM) in each project site which ensures all beneficiaries can make
confidential complaints and be confident in response processes.

·        
In
coordination with program staff and in consultation with program participants,
design FRM that all beneficiaries can safely access. The FRM could be used to
promote accountability to beneficiaries of CRS behavior against the CRS’ values
as well as HAP standards. 

·        
Monitor
complaints received and response (follow up) processes through CRS’ digital
case management system.

·        
Support
projects to adapt and improve their FRM based on monitoring of its
effectiveness

·        
Remembering
confidentiality, analyze patterns and trends in complaints to help CRS improve
its programming

Qualifications, Skills and Experience:

·        
The
ideal candidate for the Catholic Relief Services (CRS) Senior Officer –
Accountability job should hold a Degree in social work, social sciences,
international development, humanities or other relevant discipline.

·        
Three
years of experience working with NGOs.

·        
Customer
care or service past working experience is desirable.

·        
Experience
in facilitation especially in the use of different approaches and techniques
that can encourage participation, dialogue and community engagement.

·        
Relevant
background experience working in compliance, accountability and feedback and
complaints management is highly desirable.

·        
Communication
skills in English and at least 2 widely-used Ugandan local languages are
required. Any additional language useful in the programming areas would be an
advantage.

·        
Understanding
of Catholic Social Teaching concepts or willingness to learn.

·        
Excellent
ICT skills and computer literacy.

·        
Experience
using PowerBI and other data visualization tools is highly desirable.

travel to field offices in Yumbe, Kiryandongo, Kyangwali, and Moroto.

in oral and written English with ability to write technical reports required
