through a combination of community-based research, curative services and
prevention strategies in the districts of Greater Masaka region in Uganda.
Job Summary: The Human Resource Officer will provide
technical support in human resource management including recruitment,
selection, performance management, training and development in line with the
Rakai Health Sciences Program Human Resources policies and procedures..
Key Duties and Responsibilities:
- Recruitment; Prepares and circulates vacancy announcements, prepares
candidate profiles and participates in the interview and selection of
candidates for the different program locations - Training and staff development; support supervisors to determine
training needs of their teams and assist in determining the appropriate
staff development plan, staff training sessions and develop a local annual
training plan. - Making sure that staff get paid correctly and on time
- Benefits administration, the incumbent will ensure support staff
enrollment in local benefit plans staff i.e. pension medical and group
personal accident insurance service providers as appropriate and follow up
invoices for payment - Ensure that the health, safety and welfare responsibilities are
adhered to by all staff within the organization - Monitoring staff performance and attendance as well as Make follow
up on timely staff performance appraisals / reviews - Advising line managers and other employees on RHSP policies and
procedures - Handling employee grievances – according to the Uganda labor laws
and maintain confidential records related to grievances and complaints and
coordinate their resolution. - Negotiating salaries, contracts, working conditions or redundancy
packages with staff and representatives as per the donor requirements. - Maintain comprehensive updated confidential personnel files in
respect of each individual staff. - Prepares and oversees the implementation of orientation programs for
all new staff and familiarize them with their job descriptions Any other
duties as assigned by the supervisor
Qualifications, Skills and Experience:
- The ideal candidate should possess a Bachelors’ degree in Human
Resource Management, Education, Organizational or Industrial Psychology or
a related field from a recognized institution. - A minimum of three years relevant experience gained from a reputable
organization. - Experience with a donor funded Organization Is an added advantage.
- Highly Organized and efficient worker.
- Skilled and multi-tasking and good time management.
- Positive and expert at stress management.
- Excellent communication skills both oral and written
- Strong computer and clerical skills.
- High professional integrity and sense of responsibility and
accountability. - Ability to maintain confidentiality is a must.
- Ability to prioritize tasks and strong problem-solving skills
