Job Summary:  The Human Resource and Administration Manager
will provide leadership, supervision and support in the areas of Personnel
administration, Performance Management and staff Development that are necessary
to maintain a skilled and competent workforce. The Job Holder is responsible
for the overall management and coordination of the administrative services of
FCA including property management, insurance, transport as well as logistical
support to the Projects. Reporting directly to the Finance Manager, the role
holder services as principle point of HR and administrative contact.  The incumbent will also provide leadership,
supervision and support in the areas of Personnel administration, Performance
Management and staff Development that are necessary to maintain a skilled and
competent workforce, responsible for the overall management, coordination of
the administrative services and liaison with internal and external
stakeholders.

Key Duties and Responsibilities: 

  • Coordinate the recruitment and selection processes within the
    organization.
  • Work in liaison with the line managers and supervisors ensure that
    performance appraisals and other tools/processes of performance management
    are effectively carried out in time
  • Promote the development of efficient Human Resource Planning systems
    through developing & maintaining information /records management
    systems.
  • Provide guidance to management on labor issues and changes in
    statutory requirements.
  • Provide guidance and implement grievance and disciplinary procedures
  • Participate in formulation and review of Human Resource management
    policies and research on the new policies while keeping track with changes
    in the labour market.
  • Manage all Human Resource information for effective decision making
    including leave and contract management
  • Provide leadership and supervisory support to the staff training and
    development function of the organization.
  • Ensure that the staff separation procedure is in place and within
    the labour laws.
  • Provide counselling to staff in different areas as may be required.
  • Design, Review and implement Administrative policies and procedures
    in accordance to FCA Strategic direction.
  • Design, Monitor and Implement systems that promote effective  property Management at all FCA
    Facilities in accordance with the Property Management Policy.
  • Develop and Review administration strategies and Budget in line with
    FCA policies and procedures.
  • Design, Monitor and implement systems that promote efficiency in
    fleet management
  • Plan, Monitor and Implement procedures that promote good contract
    management of all service providers.
  • Design and implement systems that promote efficiency in usage of
    administrative services like fuel and vehicle utilisation.
  • Design and implement systems that promote energy efficiency in usage
    of administrative equipment like Photo copiers, Computers, telephones.
  • Nurture, mentor, coach and develop capacity of administration and
    transport staff into a competent team.
  • Maintain and improve the organisation’s Facilities

Qualifications, Skills and Experience:

  • The ideal candidate for the Finn Church Aid (FCA) Human Resource and
    Administration Manager job placement should hold a Bachelor’s Degree in
    Human Resources Management or related discipline like SWASA, Social
    Sciences, Public Administration, Business Administration, etc.
  • A Master’s Degree or Post graduate Diploma in HR is an added
    advantage
  • Membership with a professional Human Resource body and other
    additional qualifications will be an added advantage
  • At least five years of related work experience
  • Excellent planning and organizational skills
  • Strong analytical and problem solving skills
  • Strong interpersonal skills and high level of integrity
  • Computer literacy skills
