National Housing and
Construction Company Limited (NHCC) was founded in 1964 and is a Ugandan
construction and real estate management company, partly owned by the Uganda
Government. The Company’s mandate is to increase the housing stock in the
country, rehabilitate the housing industry and encourage Ugandans to own homes
in an organized environment.

Job Summary:  The Head Projects will be responsible for
providing assistance to the Chief Engineer in overseeing a cluster of projects
through the various stages of project development & Implementation. The
assistance shall include but not limited to, contribution to design,
documentation and project development phases. Coordinate procurement, construction
and overall implementation and delivery of projects at sites as well as ensure
effective performance of business units in furtherance of the Company’s Mandate
and Strategic Objectives.

Key Duties and Responsibilities: 

• Participate in the Development of the departmental Strategies, work
  plans and budgets and ensure successful implementation.
• Regularly visit and monitor ongoing Company projects in order to
  offer quality assurance, facilitation and coordination of the
  implementation of the corresponding projects, with an objective of
  optimizing costs and guarantee profitability of each project.
• Conduct design and documentation reviews prior to implementation
  including Site infrastructure designs, Architectural Drawings, Structural
  Drawings, Electrical drawings, Bills of Quantities etc and advise the
  Chief Engineer accordingly.
• Ensure project sites are free from encumbrances, boundaries are
  opened, site surveys are conducted, project orientation and land
  optimization is undertaken
• Oversee development of Strategic Business Units (SBU) within the
  department and monitor their effective operations and profitability.
• Prepare and consolidate periodic project reports for all ongoing
  projects for consideration by the Chief Engineer
• Develop and review contractual and procurement/tendering processes
  and documents including contract administration as well as management
• Ensure efficient maintenance of the Company’s properties, including
  plant and monitor the operation and maintenance of the Company’s
  mechanical plant and equipment to ensure that the needs of the Company are
  met in the most
• Review and verify all applications for payment to various
  construction service providers.
• Coordinate and ensure effective budgetary and operational provisions
  for all project site teams.
• Manage and develop staff under his/her supervision, through inter
  alia, professional training, coaching, mentoring, delegation, appraisal
  and feedback.

Qualifications, Skills and Experience: 

• The applicant for the National Housing & Construction Company Limited
  Head Projects job placement must hold a Bachelor’s in Building and Civil
  Engineering, or a closely related and relevant discipline, from a
  recognized University.
• Must be a registered Engineer with Engineers Registration Board
  (ERB) of Uganda or any other internationally recognized professional
  engineer’s institute, or body.
• Affiliation/Membership to any other professional body such as Uganda
  Institution of Professional Engineers (UIPE) and Association of Consulting
  Engineers etc shall be an added advantage.
• Specialized training, with appropriate post graduate qualifications
  in Project Planning and Management, from a recognized institution, as a
  MUST
• Proven knowledge and skills in application of the following
  Engineeringrelated Software and Ms Office Packages is a MUST (Ms Project,
  Word, Excel and power point).
• Proven knowledge and competence in the following design soft ware’s
  will be added advantage (AutoCAD, Revit and Arch CAD etc).
• Relevant working experience of 7 years as a Civil Engineer, Construction
  Engineer/Manager, or in a similar senior position, in a large and
  reputable Construction, or Civil Works Company, or reputable Consultancy
  firm, or on any other large civil works project in public or Private
  Sector organization.
• Proven construction project management track record and working
  experience in housing, project implementation, with evidence of successful
  projects, will be an added advantage
• Good Understanding of the building industry
• Negotiation and Communication skills.
• Well developed business management skills
• Planning, coordination, and networking skills.
• Project supervision skills
• Competencies in Analytical thinking
• Interpersonal, and human relations skills
• Leadership, high ethics and integrity.
• Age: Below 50
  years
