SW is implementing a Five year comprehensive
health integrated services in communities, strengthening referral and linkages,
strengthening existing health institution and community systems, increase
adoption of health behaviours in communities and strengthen Monitoring &
Evaluation Health systems in Mbarara, Isingiro Ntungamo Kabale, Kisoro and
Kanungu Districts.  The main goal of the
RHITEs is to increase utilization of health services by strengthening systems,
improving quality of services, increasing availability of, access to and demand
for quality services, and supporting the health sector to sustain higher
service utilization rates.   

 

Job Summary:  The District Project Coordinator will be
responsible for the overall leadership and management of project’s District
Branch Office. S/he will be responsible for networking, coordination and
representation of the project at the District level. 

Key Duties and Responsibilities: 

  • HIV/AIDS stakeholders meeting scheduled and coordinated.  
  • Conduct integrated HCT outreaches to reach priority and key
    populations (Adult males and the Youth/Adolescents) targeting Adult males
    and Adolescents/Youth in hotspots, male dominated leisure centres, male
    dominated work place and social gatherings to identify the HIV
    positives.  
  • Will work with records personnel and other staffs in MCH, during FSG
    meetings and ART clinic days to ensure data is properly captured in
    relevant registers  
  • Conduct quarterly support visits by Regional Project Manager,
    Regional M&E and Regional Finance and Administration Officer, to
    support the districts on a quarterly basis.  
  • Attend  district quarterly
    data review meetings at the district level   
  • Attend quarterly CSO review meetings organized by EGPAF to review
    performance of CSOs, share experiences, challenges, lessons learnt to come
    out with steps forward for better project implementation  
  • Conduct monthly performance review meetings for community resource
    persons to strengthen referral and linkages of SGBV cases, Malaria, Family
    Planning, nutrition cases and pregnant mothers for antenatal and post
    natal
    services, OVC and HIV care/TB services.  
  • Support and facilitate the PLHIV networks to conduct quarterly
    review meetings to promote adherence and ensure retention in care
    especially mothers on eMTCT program and clients on ART.   
  • Conduct monthly Radio talk shows in the districts to increase
    knowledge and access of the utilization of integrated health services (HIV
    counseling and testing, Male involvement, HIV prevention, Discordancy,
    SGBV, malaria prevention, family planning, water, sanitation and hygiene,
    nutrition.  
  • Conduct quarterly dialogues on SGBV, male involvement and Sexual
    Reproductive Health targeting the Youth/Adolescents and Adult men, change
    attitude of men and increase their involvement in health services and
    Intensify BCC messages. Coordinate the development and operationalization
    of the district HIV/AIDS strategy and implement the national HIV/AIDS
    policies.  
  • Coordinate the observance of HIV/AIDS events in the district such as
    Worlds AIDS day, Candle light memorial among others.   
  • Write monthly, quarterly and annual project reports for the
    district.  
  • Identify and support the training of youths, discordant couples and
    PLHIVs to start income generating activities.  
  • Identify, support and orient health workers on the new tools (registers),
    Gender and SGBV, male involvement, water, sanitation and hygiene for
    quality service delivery  
  • Identify and establish condom distribution sites, install condom
    dispensers to increase condom access and utilization of condoms in hot
    spot areas.   
  • Establishment of discordant couple clubs for HIV prevention,
    disclosure, drug adherence and retention.  
  • Establish hand wash facilities at each ward and wash facility at
    each toilet to improve sanitation and hygiene.  
  • Support partners in developing tools for allowing smooth monitoring
    of activities.  
  • Facilitate document processes, models, best practices and lessons
    learnt are integrated into activities implemented.  
  • Advocate to local authorities community’s needs, and rising
    awareness on vulnerability identified.  
  • Ensure reports (oral and writing) describe in details and with the
    maximum accuracy the situation faced at field level.  
  • Ensure concerned people and particularly within line management are
    always timely updated on the status of the project.  
  • Perform other work related duties and responsibilities that may be
    assigned by the line manager.  

Qualifications, Skills and Experience: 

  • The District Project Coordinator should hold a Bachelor’s Degree in
    Social Sciences, Development Studies or a related field. Possession of a
    post graduate qualification in project management will be an added
    advantage.  
  • At least three or more years’ consistent experience in a technical
    advisory/ support role with a large scale NGO.  
  • Knowledge about working and engaging with the local government
    systems, managing private/public partnerships.   
  • Extremely flexible, and have the ability to cope with stressful
    situations.  
  • Computer literacy i.e. knowledge of Microsoft Office software (Word,
    Excel, Outlook, and Internet) required.
