Job Summary:  The Program Manager – Environmental Safeguards
(PMES): The Environmental Safeguards Manager is responsible for ensuring
compliance with USAID’s and Uganda’s environmental regulations and laws. The EO
will ensure the recommendations of the project’s initial Environmental
Examination (IEE) and Climate Risk Management (CRM) are implemented across all
Nuyok project activities and implementing partners, to mitigate environmental
and climate change risks and ensure positive impacts on project beneficiaries
and the environment for program quality and sustainability. S/he will work with
the Governance, Resilience, Agriculture and Livelihoods and Health &
Nutrition Technical Leads as well as the WASH Manager for successful
integration of environmental safeguards across sectors.

Key Duties and Responsibilities: 

  • Ensure the IEE conditions and recommendations are implemented, while
    considering any substantial modification to previously approved activities
    or addition to project activities.
  • Determine regulatory requirements for environmental and safety
    oversight of project activities and assist project implementing partners
    as required on compliance issues and on the preparation of required
    environmental documentation for proposed and ongoing activities.
  • Work with respective sector teams and activity managers to ensure
    project activities are designed and implemented in an environmentally
    friendly and climate change resilient manner. This includes developing and
    implementing a project level Safe Use Action Plan (SUAP) and the Water
    Quality Assurance Plan (WQAP).
  • Take the lead on all mitigation and monitoring activities; develop,
    and as necessary, update the project’s Environmental Monitoring and
    Mitigation Plan (EMMP) and Climate Risk Management (CRM) Plan
  • Develop tools for screening new proj ect activities, monitoring
    environmental compliance and climate change mitigation measures.
  • Prepare the Environmental Status Report (ESR) and includes updates
    on the status of proposed mitigation and monitoring measures in project
    reports.
  • Develop and provide environmental compliance and climate change
    mitigation training for project staff and partners.
  • Ensure that environmental compliance and climate change mitigation
    considerations are included in PREP, ARR, Budgets, DIP, Q-reports, etc.
  • Participate in environmental compliance and climate change mitigation
    M&E-related activities as required.
  • Establish and maintain relationships with key stakeholders for
    environmental compliance and climate change resilience including
    government, NGOs and research organizations.
  • Carry out regular environmental compliance and climate change
    mitigation audits.
  • Monitor the application of recommendations of audits and any other
    recommendations pertaining to environment safeguards.
  • In close collaboration with the implementation teams (CRS and
    partners), ensure that local officials and opinion leaders endorse and
    apply environment safeguard measures.
  • Identify training needs of key stakeholders and work with the SBCC
    Technical Partner to develop appropriate tools for the trainings.

Qualifications, Skills and Experience:

  • The ideal candidate for the Catholic Relief Services (CRS) Program
    Manager Environmental Safeguards Nuyok Project job should hold a degree in
    environmental sciences, environmental engineering or related subject.
  • At least five years of experience working in international
    development and at least three years working directly on environmental and
    climate change risk management.
  • Working knowledge of USAID’s environmental policies, rules and
    regulations is required. Experience working with USAID-funded projects is
    highly desirable.
  • Experience developing/using tools to assess and monitor
    environmental impact.
  • Demonstrated ability to communicate effectively in oral and in
    written form with staff and stakeholders at various levels.
  • Ability to work well in CRS and partners’ staff teams across a range
    of activities in health and nutrition, agriculture & livelihoods,
    governance, gender and resilience, and WASH.
  • Ability to travel to remote field locations, work under pressure and
    take additional responsibilities when needed.
  • Ability to network with implementing partners, relevant
    organizations, government agencies and the USAID.
  • Understands and appreciates Adaptive Management Frameworks and
    Results Measurement Tools as part of Accountability and Learning approach
    to project implementation.
  • Language: English. Knowledge of Karimojong will be a comparative
    advantage
