About US:

Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.

Job Summary:   The Wayleaves Officer will secure consents
from landowners leading to acquisition of right of way (Wayleaves) for
construction of rural electrification projects by the Rural Electrification
Agency.

Key Duties and Responsibilities: 

  • Negotiate Wayleaves for overhead
    electricity power lines and underground cables with landowners or their
    authorized agents/ representatives, affected by the projects.
  • Sensitize the public about the need for
    Wayleaves
  • Serve power line construction notices
    and obtain consents from project-affected persons for each project in a
    timely manner.
  • Compile accurate records of persons
    affected by rural electrification projects.
  • Provide support for Resettlement  Action Plan studies and selection of new
    electricity power line routes
  • Investigate and assess wayleaves
    compensation claims by project-affected persons for any losses or damage
    caused to their properties.
  • Act as liaison point between the project
    affected person, contractors and project managers with regard to wayleaves
    issues
  • Attend Grievance Committee meetings and
    resolve disputes over Wayleave rights during project implementation.
  • Liaise with the Office of the Chief
    Government Valuer to secure approvals of valuation reports in respect of
    compensation assessments for persons affected by rural electrification
    projects.
  • And any other duties as may be assigned
    from time to time

Qualifications, Skills and Experience: 

  • The applicant for the Rural
    Electrification Agency (REA) Wayleaves Officer job must hold a Bachelor’s
    degree in property valuation or social sciences or its equivalent – with
    experience in land acquisition/resettlement planning
  • A minimum of five years’ experience in
    acquisition of wayleaves for electricity distribution networks
  • Knowledge and experience of wayleaves
    acquisition in the electricity industry or related industry requiring
    wayleaves acquisition
  • Knowledge of the relevant legislation on
    land acquisition for projects
  • Willingness to work in a rural
    environment
  • Good verbal and written communication
    skills
  • Good negotiation skills
  • Good interpersonal skills
  • Willingness to tackle new areas of work
    beyond core skill and enthusiasm to get the job done
  • Positive attitude with good teamwork
    skills.
  • Age: Below 35 years
