About US:

Ministry of Water
and Environment with the support from Adaptation Fund is executing a project on
Enhancing Resilience of Communities to Climate Change through Catchment Based
Integrated Management of Water and Related Resources in Uganda (EURECCCA). The
project started in May, 2017 and will be completed by October, 2021. It is
implemented in 3 catchments of Aswa in Upper Nile Water Management Zone (WMZ),
Awoja in Kyoga Water Management Zone and Maziba in Victoria Water Management
Zone.

Job Summary:  The Project Accountant will be responsible for
assisting the Program Coordination Unit in implementation of financial
management implementation arrangements in line with Financial Management Manual
(FMM) in the Ministry issued under the Government’s Treasury Accounting
Instructions 2003 issued under the Public Finance Management Act 2015 .

Key Duties and Responsibilities: 

  • Develop financial plans and budgets in line with the project
    objectives
  • Oversee the disbursement of funds /payment process
  • Monitor and track financial expenditure/transactions
  • Ensure compliance with Financial Management
  • Manual (FMM) in the ministry as provided for by the Government’s
    Treasury Accounting Instructions 2003 issued under the Public Finance
    Management Act 2015 and Project Financing Agreement Policies
  • Prepare Project financial performance reports

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s Degree in Commerce, Finance,
    Accounting, Business Administration or its equivalent from a recognized
    Institution.
  • Full professional qualifications as ACCA, CIMA, CFA and CPA
  • A Master’s degree in a relevant field will be an added advantage
  • At least five years of working experience as an accountant in
    reputable organizations
  • Experience in donor funded projects within the Government setting
    will be added advantage
  • Experience using Government financial systems the Integrated
    Financial Management System or its equivalent will be an added advantage.
  • Strong analytical and strategic skills
  • Excellent planning and organizational skills
  • Excellent interpersonal skills
  • Excellent communication skills, both oral and written
  • Works under minimum supervision and meets deadlines
