Job Summary:  The Food Assistance Field Coordinator will
mobilize community for distribution, set up distribution according to World
Vision and donor (WFP/USAID) standard distribution procedures and provide end
user monitoring and accurate documentation on all commodity distributions. This
position is in charge of all aspects food assistance operations /programming at
a sub-county/zonal level, engaging community leaders, local authority, donor
& partner makes key decisions.

Key Duties and Responsibilities: 

Community
Mobilization and Registration:

  • Prepare sensitization plan and share with relevant departments and
    stakeholders.
  • Ensure mobilization of beneficiaries is conducted in conjunction
    with relevant stakeholders (OPM, UNHCR, WFP, local leaders).
  • Ensure there is adequate information to all stakeholders when a
    decision to demobilization a distribution is taken.
  • Coordinate with FAO and stakeholders on key sensitization messages
    during mobilization.

Commodity
management

  • Conduct distribution in compliance with WV and Donor (WFP/USAID)
    guidelines and standards
  • Develop distribution plan and distribution schedule in consultation
    with FAO.
  • Coordinate with FAO on warehouse & transport partners to ensure
    there is adequate stock for distribution on daily basis.
  • Inform the Food Assistance Officer to initiate commodity requests
    (quantities and types) on need basis.
  • Ensure all relevant documentation at Final Distribution Points is
    completed accurately on a daily basis.
  • Ensure all commodities received at FDP are in good condition, right
    quantity and stacked properly.
  • Ensure random weighing is conducted as per standard.
  • Prepare random weighing summary report and submit to FAO on a daily
    basis to enable request of top-up commodities where need be.

Commodity Distribution

  • Supervise food distribution in a manner that will ensure all
    targeted beneficiaries receive all the planned commodities and in their
    rightful rations.
  • Initiate and lead caucus meeting with FMCs and local leaders to
    agree on roles and responsibilities during distribution.
  • Allocate roles and duties to all staff, volunteers and community
    structures casual staff.
  • Ensure sensitization to beneficiaries is conducted in a timely
    manner in consultation with relevant stakeholders.
  • Initiate and lead briefing session with all staff, volunteers &
    community structure casual staff on a daily basis to review the food
    distribution operations.
  • Conduct pre-address to inform beneficiaries of key information.

Commodity
Accounting

  • Review of all distribution reports (waybills, Truck Inspection,
    Distribution Center Visit Report, Daily Distribution Report, Certificate
    of food Receipt) on a daily basis.
  • Ensure all losses and damages are well documented and accounted for.
  • Ensure all relevant documentation for distribution are available at
    the FDP.
  • Lead the reconciliation process (manual vs GDT system) to ensure
    both figures tally at the end of the distribution on a daily basis

Supervisory role

  • Overall supervision of all staff at FDP (Private Security, WV staff,
    volunteers, community structure)
  • Ensure attendance registers for volunteers, security and community
    structures are completed on a daily basis.
  • Ensure all Gender and Protection issues that arise during
    distribution are addressed and escalated as per protection guidelines.
  • Liaise with other partners (Protection, WASH, and Security) to
    ensure issues pertaining these sectors are adequately addressed in a
    timely manner.
  • Ensure all payment requests are prepared on time and submitted to
    the FAO for approval in a timely manner.
  • Coordinate with technical teams (Gender & Protection, A, M &
    E, Finance) to conduct relevant training for community structures in the
    respective zones.
  • Conduct capacity building session – planned/ad-hoc for staff,
    volunteers and community structure.

FDP Management:

  • Maintain an inventory of all equipment at the FDP on a monthly
    basis.
  • In charge of FDP maintenance with the approval of the Food
    Assistance Officer.
  • In charge of coordination at field level for decision making at the
    FDP.
  • Ensure there is order at the FDP through implementation of adequate
    crowd control measures.
  • Ensure health and safety issues are addressed at the FDP

Qualifications, Skills and Experience: 

  • The applicant for the World Vision Food Assistance Field Coordinator
    job placement should preferably hold a Bachelor’s Degree in Social
    Sciences or Development Studies.
  • Knowledge of operation of LMMS and other similar software system.
  • Past experience preferable with a busy NGO or UN agency, in food
    commodities handling tracking and accounting.
  • Prior experience with WV CTS system and or UN WFP Compass system/GDT
    is an added advantage.
  • Knowledge of major donor (WFP/USAID) regulations pertaining to
    relief food commodities tracking accounting and reporting.
  • This position requires a person who is self-starter, who can
    accomplish the task with minimal or no supervision.
  • He/she should be able to manage a team of staff as well as cooperate
    with other units.
  • He/she must be keen on details and well organized.
