About Project:

Jhpiego UNICEF
Project will support the Ugandan Ministry of Health (MoH) in intensifying
health system strengthening and coordination efforts for quality of care at the
national level. The project will utilize an integrated approach targeting the
technical areas of reproductive, maternal, newborn, child, and adolescent
health (RMNCAH). Nutrition, and HIV. Jhpiego will also develop strategically
selected Regional Referral Hospitals (RRHS) into Centers of Excellence, and
improve the capacity of Urban Referral Hospitals (URHs) and district hospitals
(DHS) to provide high quality RMNCAH, HIV, and nutrition services effectively,
and efficiently managing referrals from their catchment, and strengthening
health facilities in the district. Throughout the project, Jhpiego will target
five regional referral hospitals (Moroto, Gulu, Arua, Fort Portal, and Hoima),
three urban referral hospitals in Kampala (Naguru, Kiruddu, Kawempe), and 15
district hospitals, primarily in Karamoja and West Nile regions.

Job Summary:  The Data Officer will perform tracking of all
services delivery data and support data collection and or entry into the
project and national DHIS2 system. The Officer shall undertake data
verification on a routine basis to ensure accuracy and consistency of the data
submitted. S/he shall follow up on facilities with discrepant data, do routine
data cleaning, back up, and update the project database in accordance with data
verification findings. S/he shall also ensure proper filing of project data
forms for ease of retrieval.

Qualifications, Skills and Experience: 

  • The Data Officer should preferably hold a Bachelor’s degree in
    Information Technology or Statistics or a related field. A Diploma in a
    relevant field (M&E, Health Records, Project planning and Management
    coupled with relevant experience can be considered in lieu of a university
    degree).
  • Three years, experience in data analysis preferably health related
    data 
  • Previous experience working with MOH systems and personnel is an asset
  • Proven computer skills in a data analysis application such as SPSS,
    Excel or MS
  • Access. Familiarity with DHIS 2 is an asset.
  • Proficiency in both written and spoken English
  • Attention to detail and accuracy in data management, analysis, and
    reporting:
  • Co-operative, competent, hardworking, flexible and dependable in a
    multicultural, open office situation:
  • Self-motivated and proactive with a positive attitude to work;
  • Effective communicator and team member, instilling trust and
    confidence;
  • Ability to organize and coordinate information and logistics for
    programs and activities
