Job Summary:  The Information Management Specialist will
provide technical support in documentation, storage, and sharing of
program/project related information including maintenance of information
storage and knowledge management systems, maintenance of internal networks and
external liaison for effective identification and utilization of knowledge in
World Vision Uganda. This is aimed at informing quality planning and
implementation and effectively contribute to improved child-wellbeing.

Key Duties and Responsibilities: 

Information Systems
Management

  • Ensure effective implementation of the national information
    management system that links both the internal and external management
    information systems
  • Provide technical support and coordinate the effective
    implementation and roll out of new information management systems across
    World Vision programmes and projects
  • Ensure the effective utilization of Horizon across all programmes
    and projects (Design of profiles, planning, monitoring, reporting, work
    flow management etc.) and routinely conduct data quality audits for data
    in the system
  • Ensure effective management and utilization of the WV Uganda’s
    integrated M&E database aligned to the National Strategy standard
    indicators and cascade the Database to programs, divisions, partners,
    grants/emergency projects to track statistics contributing to the National
    Office Strategy and Child Well-Being Targets.
  • Enhance capacity and utilization of GIS technology across all
    programmes and projects in WVU: This includes the collection of
    geographical information relevant to World Vision Uganda programs/projects
    and use of GPS tools in the field; and desk-based data capture
    (digitizing) to convert paper maps to GIS datasets.
  • Support the integration and management of mobile technology (Open
    Data Kit –ODK) in data collection process across World Vision Uganda
    programs/projects ensuring that data are properly collected and stored in
    the World Vision Server
  • Ensure that all programmes are utilizing external databases across
    all Ministries such as the OVC MIS, WASH MIS, HMIS, EMIS and other
    external information management systems
  • Provide meaningful data summaries and visualization through GIS and
    other graphics to demonstrate results to the NO and programmes/projects on
    their contribution to child wellbeing
  • Provide technical leadership and guidance in the utilization of
    application software such as SPSS, EPIDATA, EPIINFO, STATA, Arc GIS etc.
    for results based monitoring and evaluation across all programmes and projects.
  • Work in close liaison with ICT, provide clear guidance on the
    storage and utilization of organization data that has been collected
  • Train program/project staff on/create awareness of ‘state of the
    art’ practices in information management and monitor usage; and
    performance of existing in-house program management information systems
    with the aim of carrying out corrective maintenances.

Knowledge
Management

  • Participate in providing technical support and guidance for
    programme or project baselines and evaluations through review of terms of
    references and evaluation reports so that they are conducted in accordance
    to partnership/donor guidelines and standards.
  • Support and strengthen adoption and use of Lot Quality Assurance
    Sampling (LQAS) methodology using Open Data Kit (ODK) or any emerging
    recommended software for annual monitoring of program outcomes,
    assessments, evaluations or baseline surveys.
  • Design and implement an effective document management system that
    includes tools and guidelines, effective utilization of the Horizon
    information hub and the WV Central intranet page document depository for
    document storage and sharing across all programs and projects
  • Design and ensure the effective implementation and roll out of the
    Knowledge Management guideline
  • Participate in external meetings with partners and stakeholders
    including counterparts in government institutions, NGOs, academic and
    research institutions, and work with them to advance information
    management systems aligned to organizational needs
  • Review management and operational reports, quarterly performance
    data, and use them to prepare regular program reports capturing critical
    issues and make action oriented recommendations.

Organizational
Learning

  • Actively participate in research and documentation at National level
    to promote evidence based learning
  • Provide technical support and guidance in the documentation of most
    significant change stories developed by programmes through effective
    review and archiving of such information
  • Support the National Office to roll out research initiatives or
    products being piloted by the National Office, Support Offices, Global
    Center or National structures
  • Support programs in documenting and disseminating innovations and
    new research findings related to DME. Develop and disseminate tools and
    guidelines in line with documenting innovations and research
  • Provide technical support in the development of a national research
    agenda and coordinate its effective implementation
  • Participate in the analysis of trends generated from programme or
    project evaluations and baselines within the national MIS systems to
    inform national level programming
  • Provide technical support and guidance in the design and
    implementation of a system to identify, analyze, document and disseminate
    lessons learned for organizational learning. This includes the design of
    clear tools and guidelines to facilitate lessons learned events
  • Work closely with the DME team and programs division to provide
    support (including capacity building) to field personnel on program
    information management, collection and dissemination and facilitate peer
    learning and networks in order to strengthen organizational learning.
  • Under the guidance of National Evidence and Learning Manager,
    provide liaison with external institutions to coordinate the
    organization’s research and development and other learning so that outputs
    from such learning can be integrated into the organization’s knowledge
    base

Quality Assurance

  • As part of the Quality assurance team at National level, hold
    periodic National level reviews to review reports, performance of programs
    and provide timely feedback to programs.
  • Assure quality of data by enforcing data quality through routine
    data and M&E system quality audits at program level, in grants, WV
    partners and sub grantees.
  • Provide technical support to national office and field program staff
    and partners on integration of the strategy standard indicators into
    ongoing or new programs/projects.
  • Support the regional team in reviewing management reports as well as
    other M&E reports to ensure validated M&E data and M&E
    compliance with recommended guidelines, formats and standards.
  • Compile graded summary reports on quality and develop summary
    reports key findings and learning

Qualifications, Skills and Experience: 

  • The applicant for the World Vision Information Management Specialist
    job placement should preferably hold a Master’s degree in Monitoring &
    Evaluation, Statistics, Biostatistics, Information Technology or a related
    field
  • At least five years of work experience in managing Management
    Information Systems for data intensive programs in designing, monitoring,
    and evaluation methodologies is highly desirable.
  • Experience in Knowledge management and designing MIS systems for
    M&E data collection and analysis methods is desirable.
  • Knowledge of designing and managing M&E systems at a national
    level for effective generation of monitoring data used in tracking
    Programme and improved service delivery and support related to development
    programming
  • Experience in designing M&E methodologies and tools, and the
    ability to coach and train others in their use is desirable.
  • Excellent command of MS Excel, and working knowledge of at least two
    statistical data management packages/software’s (quantitative &
    qualitative) e.g., SPSS, Nvivo/Nudist, EPIINFO, STATA etc
  • Demonstrated experience in analyzing, interpreting, and reporting on
    M&E results so that lessons can be learned and incorporated into
    programming is desirable.
  • Ability to work with inter-disciplinary teams and a wide range of
    program/project activities
  • Strong report writing and communication skills
  • Being a member of the Uganda Evaluation Association or any other
    Evaluation Association is an added advantage
  • Proactive personality, self-driven and strongly motivated
  • Capacity/potential in leadership, relationship
    management/networking, and coordination.
  • Spiritual maturity, interfaith knowledge and a biblical worldview –
    ability to articulate and model our Christian identity and mission in an
    inclusive way.
  • Good interpersonal skills, team player, facilitation skills and
    strong communication skills, both verbal and written
  • Proven conceptual & analytical skills, ability to take an
    evidence-based approach to programming
