About Project:

The Inclusive
Education Project called “AIMS (Access to Inclusive and meaningful
Services in Education) Education for learners with disabilities”, funded
by Education Cannot Wait through the Education Consortium Management Unit to be
launched in January is targeting the West Nile refugee settlements areas in the
districts of Arua (Rhino camp, Omugo and Imvepi settlements), Yumbe (Bidibidi
settlement) and Moyo (Palorinya settlement). Those 3 districts welcome 492,841
refugees (42.6% of the total refugees in Uganda). The project will support
mainstream education actors to improve inclusion of children with disabilities
within their Education Response in line with the Education Response Plan
implying the need for strong coordination and cooperation. The activities cover
the provision of specific services to improve the functionality of children
with disabilities (Comprehensive Rehabilitation) and the implementation of a
set of activities to improve school stakeholders’ capacities to better include
children with disabilities through capacity strengthening, disability
mainstreaming, provision of specific material and technical support as well as
direct services to children with disabilities and families/caretakers including
rehabilitation counselling and psychosocial support

Job Summary:  The Inclusive Education Officers (IEOs) will
ensure the implementation, the follow up and the coordination of the AIMS
project activities at field level in 40 (refugee/host community) schools in the
districts of Arua, Moyo and Yumbe.

Key Duties and Responsibilities: 

Ensure planning and
field coordination of project activities with internal and external
stakeholders

  • Participate in the monthly HI activity planning meetings
  • Develop monthly and weekly field activity plans
  • Participate in the development of project activity tools
  • Coordinate field activities with HI logistics department, other HI
    technical teams, implementing partners and school community stakeholders
  • Ensure regular coordination meeting with implementing partners field
    staff and school community stakeholders and represent HI

Implement,
facilitate and follow-up, on a daily basis, the project activities in
accordance with the project implementation plans

In collaboration
with the targeted school management committees, school community stakeholders
and in close collaboration with the HI rehabilitation and MHPSS teams

  • Facilitate inclusive education barrier and facilitators assessments
  • Provide technical support for the development and implementation of
    each Schools’ inclusive education action plans
  • Participate in the identification of class inclusive learning
    materials to be provided to each school.
  • Facilitate capacity strengthening activities through provision of
    training for education staff and mentoring of teachers
  • Facilitate inclusive education awareness raising sessions for Parent
    Teacher Associations and school communities:
  • Facilitate disability assessments of school children with
    disabilities
  • Support schools in the process of including identified out of school        children with disabilities, in
    supporting their retention and the improvement of their learning outcomes;
  • Participate in facilitating psycho social support activities at
    school community level

Participate in the
data collection and MEAL activities of the project

In close
collaboration with the MEAL team:

  • Produce weekly activity reports and contribute in the development of
    project reports using HI Uganda MEAL templates
  • Maintain complete documentation for each activity following the
    recommendations and template of the project manager
  • Contribute to the development of the Program Managers activity
    reports
  • Participate in project review workshops
  • Participate in assessments and facilitate project evaluations at
    field level
  • Facilitate participation of stakeholders and beneficiaries in
    monitoring and evaluation of activities
  • Ensure that field data collection is charged with the MEAL team

Manage and support
the Community-Based Volunteer

  • Participate in the recruitment of CBV
  • Coordinate the daily activities of the CBV with other technical team
    members
  • Plan and develop weekly activity plans for the CBV
  • Provide technical support and on the job mentoring of the CBV

Respect of HI
identity, rules and policies

  • In coordination with the Human resources manager and the Field
    coordinator:
  • Know, understand, apply and respect HI code of conduct and ethics, HI
    mandate and values, HI rules and operating procedure, HI policies (child
    protection policy, policy and mechanism for the prevention of and fight
    against bribery, the protection of beneficiaries from sexual exploitation
    and abuse policy) and make sure they are known, understood, applied and
    respected by its team
  • Know, understand, apply and respect HI security rules and make sure they are known, understood
    and applied by her/his team
  • Regular refresher training are organize

Qualifications, Skills and Experience: 

  • The ideal candidate for the Handicap International (Humanity &
    Inclusion) Inclusive Education Officer job must hold a  Bachelor’s degree in Special Needs
    Education, Occupational Therapy, Psychology OR Bachelor’s degree in
    Education combined with relevant experience working with children with
    disabilities
  • Computing/informatics knowledge and experience.
  • A minimum of two years of professional experience in Education
  • One year of professional experience in an NGO at officers level
