About US:

The Government of
Uganda received financing from the International Development Association (lDA)
towards -the cost of Uganda Reproductive Maternal and Child Health Service
Improvement Project implemented by the Ministry of Health. The Project
Development Objectives (PDOs) are to: (a) improve utilization of essential
health services with a focus on reproductive, maternal, newborn, child and
adolescent health services in target districts; and (b) scale-up birth and
death registration services.

Job Summary:   The Environment Safeguards Officer will
ensure that various interventions implemented under the Project and other Ministry
of Health interventions comply with environmental policies, laws and
regulations governing Uganda and the International Development Association. The
successful candidate will assess the extent to which environmental management
policies of Government of Uganda and the World Bank are followed during
implementation of such activities as: public works activities and will assess
compliance to the previsions in the National Environment Management Act Cap.

Key Duties and Responsibilities: 

  • Development and implementation of systems and processes for
    environmental management under URMCHIP and other projects and ensuring
    their adequacy and compliance with at all levels;
  • Reviewing and strengthening existing data and data buses on
    environmental management at the Ministry of Health aimed at ensuring their
    adequacy for efficient and effective reporting on implementation of
    necessary safeguards as spelt out in the Environmental and Social Management
    Framework and Request for Proposals;
  • Developing and reviewing the environment safeguards screening,
    reporting and other tools and forms to be used by the World Bank projects
    at Ministry of Health;
  • Ensuring the assessment of performance of departments, Local
    Governments and health facilities on environmental and social safeguards
    compliance;
  • Leading Projects’ safeguards dialogue and strengthening staff
    knowledge and capacity to implement environmental safeguards. This will
    include training the relevant units and other implementer on mainstreaming
    environmental issues including safeguards in development projects;
  • Support the development, maintenance, operation and compliance to
    environmental safeguards arrangements; vii. Undertake stakeholder
    engagement and consultations on all sub-projects;
  • Support the collection, analysis and utilization of environment
    safeguards information at National and Local Governments level;
  • Coordinate and support preparation of periodic project progress
    reports with adequate input on project performance on environment
    safeguards;
  • Undertake periodic training and capacity building of key URMCHlP
    implementer at National and enterprise levels on implementing
    environmental safeguards under the project, including orienting them on the
    application of the Environment and Social Safeguards Management Framework
    (ESMF);
  • Ensure adequate environment safeguards records and documentation are
    kept (including photographs,) of works and sub projects and adequate
    documentation of stakeholders’ consultations and land affirmations;
  • Supporting and leading in the development of respective ESlAs as
    spelled out in the ESMF for URMCHIP and other projects in the health
    sector;
  • Advise Management on strategies for strengthening implementation of
    Environment Safeguards measures; and
  • Generate specific out puts (deliverables) as determined from time to
    time in the respective projected work plans for each quarter

Key Results:

  • Safeguards strategy for World Bank Projects at Ministry of Health is
    developed and disseminated;
  • The Safeguards Handbook to guide project implementation on
    safeguards matters is in place by November 2019;
  • Systems and processes, including reporting formats and other
    relevant tools for environmental and social safeguards due diligence,
    adequacy and ‘ compliance under World Bank Projects at Ministry of Health
    at all levels are developed;
  • Data on results framework regarding safeguards are up dated on a
    quarterly basis;
  • Training Manuals on safeguards for district and sub-county staff are
    produced and disseminated; ‘
  • Training of district and sub-county staff and other relevant
    stakeholders is undertaken and a report, including the numbers and
    category of the people trained and content of training is produced; and
  • Technical backstopping and compliance monitoring reports on
    safeguards, including key achievements made, for the participating
    districts in World Bank projects are submitted to the Ministry of Health
    on monthly, quarterly and annual basis.

Qualifications, Skills and Experience: 

  • The applicant must hold a Master’s degree in Forestry, Environment
    and Natural Resources Management or a related field.
  • At least three years of experience in management of environmental
    safeguards in projects or programs supported by World Bank or related
    bi-lateral and multi-lateral institutions.
  • Demonstrate knowledge of supporting a comprehensive and balanced
    approach to environmental and social -safeguards management is required
    including scoping screening, research, risk assessment, planning, project
    development and implementation, monitoring and reporting.
  • Able to independently and effectively plan, organize, manage and
    evaluate important and complex projects for individual and team work
  • Ability to make quick and good judgement
  • Excellent communication skills (verbal and written)
  • Excellent interpersonal skills, including diplomacy and tact
  • High level of honesty, integrity and versatility
  • Should be able to work with minimum supervision and deliver under
    pressure
