About US:

Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.

Job Summary:  The Community Affairs Officer will be
responsible for ensuring stakeholder participation geared towards smooth
project implementation. This will include public information and outreach
through information dissemination, community mobilisation, sensitisation,
conflict resolution, promoting productive uses of energy, energy efficiency,
health and safety and mobilising connections. The officers shall each be
resident in a respective project region of; Northern, Central, Southern and
Eastern. Applicants shall therefore specify the region of preference.

Key Duties and Responsibilities: 

  • Plan and implement Community Affairs strategies that advance the
    project objectives in line with the Institutional goals and mission,
  • Increase community awareness of REA projects, including connections
    initiatives and any other project interventions,
  • Enhance community participation during project implementation,
  • Mobilize and coordinate community involvement and support during
    project implementation,
  • Sensitize communities on the productive use of energy, energy
    efficiency including health and safety
  • Give marketing support to the service providers in the different
    service territories.
  • Assist the wayleaves office in addressing disputes over wayleaves
    rights, land ownership and tree cutting.
  • Organise events for the project including site handovers,
    groundbreaking ceremonies, commissioning ceremonies in liaison with the
    engineering and Corporate Communications team,
  • Promote and coordinate Corporate Social responsibility
  • Coordinate media engagements in consultation with the Corporate
    Communications Team
  • Work in partnership with the Consultants Social safeguards team to
    over the contractors’ environmental, social development and community
    engagement component.
  • Carryout any other duties as may be assigned by your supervisor

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s degree in Mass Communications
    and/ or journalism, Development Communication, Social Works & Social
    Administration with at least four years of experience to a similar
    assignment.
  • A relevant Postgraduate qualification will be an added advantage.
  • Demonstrate communication abilities in English and other local
    languages in Uganda
  • Good command of IT application such as MS-office and other basic
    computer skills.
  • Master’s degree in the field of social sciences will be an added
    advantage
