focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary: The
Senior Programme Associate (Partnership & Engagement) will be responsible
for technical work including the planning, implementation and co-ordination of
activities that require thorough understanding of programme/project context,
issues and ability to apply a range of guidelines/practices. They independently
handle a wide range of specialized programme or policy support activities and
may be involved in analytical work. Work performed typically has a substantial
impact affecting other parts of the programme. Job holders demonstrate
initiative in the identification and resolution of a wide range of
issues/problems, and effectively handle unforeseen situations. They may act as
technical focal points in the area of vulnerability assessment and analysis.
Job holders set objectives, resolve wide-ranging issues and unforeseen
problems, supervise and coach a team of support staff within an area of responsibility.
The incumbent will provide effective coordination and specialized support to a
full range of policy and programme activities that effectively meet food
assistance needs. 

Key Duties and Responsibilities: 

  • Coordinate partners’ identification process through expression of
    interest (EOI) in the media, analysis on the received applications and
    recommendation to management for inclusion on the partnership roster
    annually.
  • Maintain a selection file with all documents related to the
    selection process in a confidential manner.
  • Carry out adequate due diligence on the prospective partners.
  • Develop, compile and maintain a partnership Roster with key
    information of the cooperating partners (prospective and Current Partners)
  • Coordinate the launch of request for proposals (RFP) after expiry of
    any FLA and or coordinate extensions of FLA partners’ FLA either on cost
    or no cost basis to ensure continuity of WFP supported assistance at all
    time.
  • Coordinate the technical and financial review of partners’ proposals
    and activity plans with the respective Programme units and the project
    evaluation panel (PEP) in preparation for cooperating partner selection.
  • Scheduling and coordinating the cooperating partners’ committee
    (CPC) meetings and furnish the committee with relevant documents to for
    the decision on partners selected.
  • Overall coordination and management of partnerships and field level
    agreement development.
  • Ensure that the Cooperating Partner (CP) agreements are established
    in a timely Manner, regularly monitored and reported on in compliance with
    established guidelines and procedures.
  • Update cooperating partners’ profiles, capacity assessments and
    evaluation as per the corporate guidelines.
  • Establish written SOPs for cooperating partner selection, FLA
    management and partnership performance evaluation
  • Ensure that SOAs and prepare purchase orders are created in WINGS
    after signing of FLAs.
  • Timely Recognition of cooperating partners’ monthly estimated
    expenses in WINGS in compliance with IPSAS.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Senior Programme Associate (Partnership & Engagement) job
    placement should hold a Bachelor’s degree in Social Work and Social
    Administration, Social Sciences, Development Studies, Education, Rural
    development or any other related field, obtained from a recognized
    institution;
  • A minimum of five (5) years of relevant working experience.
  • Good knowledge and skills in using MS Office applications;
  • Excellent command of English language is vital;
  • Experience in implementing technical programs (i.e. nutrition,
    etc.).
  • Previous exposure and experience in implementing programmes with
    increased level of responsibility.
  • Has provided input to policy discussions.
  • Fluency in local language used in South Western Uganda

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
    variables and contextual factors that affect food assistance problems and
    programmes throughout the lifecycle to inform quality programme design or
    re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to analyse and
    consolidate quantitative and qualitative information from different
    sources (e.g., market studies) to inform transfer modality selection and
    programme development.
  • Broad Knowledge of Specialized Areas: Demonstrates the ability to interpret
    basic data in the context of WFP specialised fields to contribute to
    technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development,
    implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Understands and applies basic
    principles of engagement with government counterparts at the national or
    local level.
