Job Summary:  The Land Acquisition Coordinator will provide
support in the implementation of land acquisition and resettlement activities
including; stakeholder engagement, disclosure process, conducting of land asset
surveys, social economic surveys, negotiation of compensation packages,
signature of agreements with project affected persons, grievance management,
livelihood restoration, monitoring and evaluation.

Key Duties and Responsibilities: 

  • Provide support in the implementation of appropriate policies,
    procedures and plans to ensure robust governance and transparency in
    planning, assessment, compensation and final agreement of land
    acquisition.
  • Assist in the implementation the Company’s ongoing land asset
    inventory, lease hold agreements and other access agreements.
  • Assist in securing timely access to land in support of drilling,
    operations, development and engineering activities within Block 3A (Lake
    Albert Basi in accordance with Ugandan legislation, regulatory,
    contractual requirements and Company policies and procedures.
  • Assist in the determination of targeted land ownership/tenure and
    land use aspects with respect to new access requirements- well pads,
    camps, major infrastructure, road access, right of ways, supporting
    infrastructure and services;
  • Cooperate and build professional relationships with key external
    stakeholders and approving bodies to ensure timely access and minimize
    negative impacts.
  • Coordinate all economic and physical displacements to ensure they
    are done in a practical manner as such to minimize impacts.
  • Assist in keeping track of and monitoring legislative/regulatory
    changes in land and compensation regimes and participate in all industry
    efforts as appropriate.
  • Liaise with other departments on land issues and ensure that all
    Company staff and Contractors demonstrate respect for landholders their
    land/livelihoods and follow Company Policies.
  • Participate in monitoring the effectiveness of land access
    processes.
  • Participate in regular land management audits/reviews (either
    internal or externa.
  • Assist in preparing work plans and reports for management, the
    regulator and key stakeholders.
  • Liaise with the Contracts & Procurement team to procure and
    supervise consultants and/or contractors in providing land acquisition
    services such as Resettlement Action Plan Planning and Implementation,
    Livelihood Restoration. Monitoring and Evaluation among others.
  • Participate in the review of land related reports for Company
    departments and from Joint Venture Partners.
  • Perform any other duties that may be assigned by the Supervisor.

Qualifications, Skills and Experience: 

  • The ideal candidate for the CNOOC Uganda Land Acquisition
    Coordinator should hold a Bachelor’s degree or above in Urban Planning,
    Law, Social Sciences, Anthropology or the related.
  • At least three years of related working experience.
  • Extensive knowledge of environmental / social impact assessment and
    management is essential, a solid understanding of international best
    practice / standards in this area as well.
  • Knowledge of local laws and regulations regarding land acquisition
    and management in Uganda.
  • Knowledge of local social, geographic, eco-systematic, environmental
    and wild life profile.
  • Understanding of best practice and relevant standards in acquisition
    of land, acquisition of access, way leaves compensation.
  • Understanding of Oil E&P.
