Accessible Health Communication and Education (PACE) is a local health
non-governmental organization and remains an affiliate of PSI. PACE is an
innovative, efficient and impact-oriented organization that works towards
realizing a community of Ugandans empowered to sustain healthy behavior, while
significantly contributing to Ministry of Health in the areas of HIV/AIDS-care
and prevention, TB, Malaria and Child survival, maternal and reproductive
health, as well as access to Safe water.

Job Summary:  The Strategic Information and Learning Officer
will collaborate with the programs team to identify information gaps and design
appropriate mechanisms to be used in collecting high quality data for program
design, measurement and learning.

Key Duties and Responsibilities: 

  • Draft qualitative and quantitative study designs according to PSIU’s
    information needs and acquire ethical clearance for all designed studies
    before data collection. Prepare requests for proposals, evaluate and
    select competent research agencies and consultants to accomplish research
    tasks according to research protocols.
  • Supervise research agencies/consultants and temporary staff and
    manage all research activities or studies in line with standard operating
    procedures (SOPs) and available resource pool.
  • Data management for both qualitative and quantitative studies –
    including supervision of standards for – data entry and cleaning to
    produce dashboards
  • Conduct data analysis and draft survey reports in accordance to data
    management tool kits/manuals and reporting templates.
  • Organize dissemination of research findings to internal and external
    stakeholders within three months of finalizing survey reports for program
    design and performance measurement.
  • Develop and implement tools to routinely monitor program quality
    based on program standard operating procedures (SOPs).

Qualifications, Skills and Experience: 

  • The applicant must hold a Degree in Humanities / Sciences
    disciplines with a research course unit such as (Statistics, Sociology,
    Psychology, Political Science, Development studies etc.).
  • Additional qualifications in monitoring and evaluation.
  • A minimum of two years of experience in designing studies, managing
    field work and writing reports, quantitative and qualitative research.
  • Key personal competences
  • Skills in using statistical software such as STATA, SPSS or AP-INFO
  • Must have excellent analytical and interpersonal skills
  • Results driven: Tracks the completion of activities and ensures
    follow-up.
  • Develop others: Coaches others and helps them develop their
    knowledge and skills.
  • Excellent interpersonal and communication and presentation skills.
  • Customer service orientation: Demonstrate the ability to identify
    customer needs and present benefits to meet customer needs and overcome
    objections.
  • Ability to analyze and evaluate a variety of information
