About CDC Program:
UEC has received a
sub-grant from Rakai Health Sciences Program with support from the US Centers
for Diseases Control and Prevention (CDC) to implement the “Accelerated HIV
Epidemic Control program” in the Masaka Region. Through the health department,
the Uganda Catholic Medical Bureau (UCMB), UEC will coordinate and support the
programming and implementation of accelerated HIV epidemic control in PNFP
health facilities accredited to the Uganda Catholic, Muslim and Protestant
Medical Bureaus in the Masaka Region.

Job Summary: The Senior Clinical officer supports PNFP
facilities under the Masaka Region HIV project to offer quality HIV services
for Care, treatment, TB/HIV and eMTCT services in pursuit of the UNAIDS goals
of 95-95-95 and attainment of HIV epidemic control in the Masaka Region led by
Rakai Health Sciences program.. .

Key Duties and Responsibilities:
- Provide technical guidance to PNFP supported facilities in the
Masaka Region to offer comprehensive HIV/AIDS services. - Collaborate with other PNFP Regional Office team members to ensure
national and treatment standards, guidelines and protocols are adhered to.
- Provide technical support and guidance to the supported facilities
to develop annual work plans and their implementation. - Provide regular support supervision, mentoring and coaching of
facility staffs in various HIV/ AIDS components ranging from eMTCT, adult
and Pediatric care, TB/HIV collaboration, co-morbidities management and
nutrition. - Provide prompt support in clinical management for complicated cases
presented by facility staffs through telephones, on-line responses, social
media platforms, on-site mentorship etc. - Support PNFP facilities to strengthen viral load monitoring
activities, intensive adherence counseling and ensure functional switch
committees at the facilities. - Work in close conjunction with facility staffs develop cases
summaries and other required documentations for learning as well as access
to 3rd line regimens. - Identify areas for quality improvement interventions under Care and
Treatment/eMTCT and follow up the QI projects to institutionalize and
sustain quality HIV care in supported facilities. - Liaise with the other Regional team members to strengthen community
based interventions, referrals and linkages that assure viral suppression
and retention in care. - Prepare and submit timely monthly and quarterly reports to the
Supervisor and the relevant stakeholders
Qualifications, Skills and Experience:
- The applicant must hold a Diploma in Clinical medicine from a
recognized Institution. - Five years clinical experience in HIV/AIDS service provision
including mentorship to lower level facilities. - Training as a MOH/district mentor in the most current HIV/AIDS
interventions. - Experience in undertaking quality improvement interventions in
HIV/AIDS activities with demonstrable positive outcomes. - Prior experience of providing technical support to lower level
facilities is an added advantage. - Computer skills (Word, Excel, PowerPoint)
- Good oral and written communication skills
