Regional Health Integration to Enhance Services – North, Lango Project
(RHITES-N, Lango) is operating in the nine districts of the Lango sub-region of
northern Uganda (Alebtong, Amolatar, Apac, Dokolo, Kole, Kwania, Lira, Otuke
and Oyam). RHITES-N, Lango will increase the effective use of sustainable
health services in the region. The Project is led by John Snow, Inc. in
partnership with African Medical and Research Foundation (Amref), Doctors with
Africa (CUAMM), The Medical Concierge Group (TMCG) and Another Option. The
project will contribute to measurable improvements in key Ugandan national
health indicators (HIV; tuberculosis [TB]; malaria, maternal, newborn, and
child health [MNCH]; family planning [FP]; water, sanitation, and hygiene
[WASH]; and nutrition). The USAID RHITES N, Lango Project, in partnership with
Ministry of Health, Lira Regional Referral Hospital (LRRH) wishes to
re-advertise for the following positions that were run in the New Vision
Newspaper of March 11, 2019. USAID RHITES-N, Lango will facilitate the
recruitment of qualified Ugandans on behalf of Lira RRH. The hospital is a 400
bed hospital situated in Lira Municipality in Lira town with a catchment
population of about 2.3 million people. It is a referral facility offering both
specialized and general services.
Key Duties and Responsibilities: 
  • Work closely with the Lab Team to support the development of
    attainable, appropriate, good quality Lab services
  • Provide Laboratory advice to clinical team on choice of examinations,
    use of Lab services and interpretation of Laboratory results.
  • Work with the regional referral hospital laboratory team to
    strengthen quality improvement approaches geared towards accrediting the
    regional referral Hospital Laboratory.
  • Supporting and strengthening the district Samples and Results
    Transport Network operation as stated in the Hubs operations guidelines.
  • Support the regional referral hospital Laboratory to effectively
    manage laboratory supplies forecast, quantify, order and request for
    supplies from NMS or CPHL
  • Offer technical support and supervision of all POCT offering HIV/
    AIDS related tests in the hospital
  • Develop a QA/QA system (internal quality control system and external
    quality control system and standard operating procedures and manuals) in
    line with MoH guidelines and ensuring their use in selected facilities.
  • Establishing and monitoring of equipment Management and Maintenance
    Systems in the Laboratory.
  • Establishing and monitoring a Supply Chain Management System and
    ensure timely ordering of Lab supplies
  • Ensure hub operations in the regional referral Hospital are
    operating smoothly.
  • Participate in writing weekly, Monthly, quarterly and annual
    reports.
  • Perform any other duties as may be assigned by the hospital
    management.



Qualifications, Skills and Experience: 
  • The applicant must hold a Diploma in Laboratory Science. A
    Bachelor’s Degree in Laboratory Science and additional training in the
    same field will be an added advantage.
  • Three years of demonstrable practical experience with managing
    Laboratory programs and laboratory commodities, mentorships
  • Knowledge and competence in Strengthening the Laboratory Management
    Towards Accreditation (SLMTA) and Laboratory Quality Management Systems
    (LQMS)
  • Experience in developing and implementing Lab systems at different
    levels in the health services.
  • Experience in providing technical Assistance to large scale HIV/AIDS
    laboratories within MoH structures and systems
  • Experience in handling Quality improvement approaches and providing
    clinical training to Laboratory personnel.
  • Should have a valid annual practicing License
