Regional Health Integration to Enhance Services – North, Lango Project
(RHITES-N, Lango) is operating in the nine districts of the Lango sub-region of
northern Uganda (Alebtong, Amolatar, Apac, Dokolo, Kole, Kwania, Lira, Otuke
and Oyam). RHITES-N, Lango will increase the effective use of sustainable
health services in the region. The Project is led by John Snow, Inc. in
partnership with African Medical and Research Foundation (Amref), Doctors with
Africa (CUAMM), The Medical Concierge Group (TMCG) and Another Option. The project
will contribute to measurable improvements in key Ugandan national health
indicators (HIV; tuberculosis [TB]; malaria, maternal, newborn, and child
health [MNCH]; family planning [FP]; water, sanitation, and hygiene [WASH]; and
nutrition).  USAID RHITES-N, Lango will
facilitate the recruitment of qualified Ugandans on behalf of Lira RRH. The
hospital is a 400 bed hospital situated in Lira Municipality in Lira town with
a catchment population of about 2.3 million people. It is a referral facility
offering both specialized and general services.
Key Duties and Responsibilities: 
  • Support the Data Officer in preparing and sorting patients’ files
    and registers, and identify data to be entered.
  • Ensure primary are completely filled before transcribing data to registers
  • Support transcribing of patients’ data from the patients’ files to
    MOH care and treatment registers.
  • Ensure registers are properly and completely filled following the
    standard HMIS codes for all clinical departments
  • Confirm accuracy of data such as numbers, days, dates, times,
    location on both source documents and in the electronic database.
  • Enter patients’ data into the Uganda EMR database
  • Generate reports from Uganda EMR, and do necessary analysis to
    facilitate data use at the facility
  • Keep track of received patients’ files and registers that are used
    for data record and entry.
  • Assist the Data Officer in preparing and submitting periodic reports
    for lira regional referral hospital and Ministry of Health.
  • Ensure that confidentiality of data collected and stored are
    maintained.
  • Ensure that the entered data are backed up regularly and the data
    are well protected.
  • Ensure safety of all tools and equipment in the data rooms.
  • Perform any other duties assigned by the supervisor.



Qualifications, Skills and Experience: 
  • The applicant must hold a Diploma in Statistics, Medical Records,
    Computer Science or related field or qualification in monitoring and
    evaluation (M&E) or relevant field;
  • At least three years’ experience in handling medical records
  • Practical experience with the Uganda MOH HMIS system
  • Practical experience with the Uganda EMR.
  • Understanding of USAID and PEPFAR expectations and trends for
    monitoring and evaluation will be added advantage.
  • Previous experience of working with international NGOs, MOH, and
    public health facilities will be an advantage.
  • Ability to work independently with minimal supervision
  • Practical experience in working with routine health information
    systems at the facility, district and national level
