VVOB – Education for
Development is a Belgian non-profit organization that focuses on improving the
quality of education. VVOB has its head quarters in Brussels (Belgium) and is
currently implementing education programmers in 8 countries in the global
South. As from May onwards VVOB will start implementing a new programme that
focuses on improving the quality of the business, technical and vocational
education and training (BTVET) sector in Uganda through strengthening the
professional development of Uganda’s Agricultural TVET instructors via
pre-service. This programme will be implemented in partnership with the
Department of Teacher and instructor Education and Training (TIET); the
Business, Technical, Vocational Education and Training (BTVET) Department of
the Ministry of Education and Sports(MoES); and the National Instructors’
College Abilonino (NICA) in Lira.
Job Summary: The
Education Advisors is responsible for detecting professional development needs
of the target groups of the programme and initiate capacity development
processes and trajectories in cooperation with the strategic and operational
partners. They will provide technical advice, guidance and support to partners
and will be actively involved in planning, budgeting, implementing, monitoring
and evaluating the programme. The Education Advisor based in Kampala will
support a multi-stakeholder curriculum reform and development process for the
Diploma of instructor in Technical Teacher Education (DITTE) in Agricultural
Production for NlCA. S/he is furthermore responsible for establishing and
maintaining strong relations with TIET and the BTVET Department. The Education
Advisor based in Lira will work closely with NlCA to further optimize the
delivery of the current DITTE in Agricultural Production, with a specific focus
on agricultural entrepreneurship education. S/he will also have specific
responsibilities regarding the strengthening of NlCA’s network of practice schools
and partners from the agri-entrepreneurship ecosystem. .



Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Masters’ Degree in Education,
    Development Studies or related field
  • A minimum of six years’ working experience with the Ugandan BTVET
    education sector, preferably in agricultural BTVET / agricultural
    education;
  • In-depth understanding of: systems and practices directed to the
    professional development of instructors and instructors’ educators;
    systems and practices for aligning BTVET with the world of work-Latest
    developments and research in the education sector in general and the BTVET
    sector in particular;
  • Demonstrable experience with capacity development processes in the
    context of educational institutions;
  • Knowledge of and / or experience with equity and gender in
    education;
  • Knowledge of and / or experience with all phases of Project Cycle
    Management (PCM) and the standard instruments used for PCM in the
    development sector;
  • For the position in Kampala: At least 6 years demonstrable
    experience with curriculum development and facilitating curriculum
    development processes;
  • For the position in Lira: Demonstrable experience with education
    innovation at the level of curriculum delivery.
