About US:
The Ministry of
Energy and Mineral Development (MEMD) and the Uganda National Bureau of
Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring
Program (FMP) to monitor the importation and trade of Petroleum of products by
preventing adulteration, dilution, contamination and smuggling thereby
safeguarding consumers and the environment in addition to enhancing Uganda’s
National revenue collections. The program is run as a cooperative arrangement
under a Memorandum of Understanding (MOU) that was signed by the two
institutions.
Key Duties and Responsibilities: 
  • Develop calibration methods and techniques based on principles of
    measurement science and technical analysis of measurement problems so as
    to meet accuracy and precision requirements to calibrate client’s
    equipment
  • Maintain all equipment and carry out calibration of working
    standards in time to maintain their integrity and standards in the
    laboratories
  • Identify sources of uncertainties in measurement contributing to the
    results of measurement for the various thermodynamic related equipment to
    ensure reliability of measurement processes.
  • Prepare measurement schemes for thermodynamic measurements as well
    as train and guide laboratory personnel in design of such schemes
  • Supervise the installation and examination of new Equipment for the
    laboratory
  • Supervise Meteorologists working in the Temperature Laboratory to
    ensure that Calibration activities are done in a timely, efficient and
    professional manner.
  • Training junior staff in the use and calibration of equipment
  • Participate in research and development in relation to metrology
    work
  • Participate in planning of calibration work and undertake tests/
    calibrations in line with the Departmental guidelines, procedures and work
    plan
  • Participate in Laboratory inter-comparison in collaboration with
    other regional and international laboratories,
  • Prepare and plan quarterly, Half year and Annual reports, budgets
    and activities throughout the year
  • Develop, implement and maintain a quality management system for the
    Laboratory,
  • Perform any other relevant duties that may be assigned from time to
    time by the head of division

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a post graduate
    qualification in Physics or Engineering or any other engineering
    qualification from a recognized University/Institution
  • Possession of Honours degree in Physics or Engineering from a
    recognized University/Institution
  • Five years of prior experience in Standards, Quality Assurance, or
    quality control, Standards Development or Laboratory Testing
  • Training in ISO 9001 is an added advantage
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with
    hands-on skills in Risk Management and internal controls in the functional
    areas
  • Must be computer literate with skills in MS Word, Excel, PowerPoint,
    and the Internet applications
  • Age: Between 30 and 45 years
