conflict in the Horn, East & Central Africa by implementing WASH, Health,
Education, Livelihoods, Community service & development and Protection
programs in the region for a period of more than 20 years.
About UNHCR Project:
HIJRA with funding
from the UNHCR in Uganda is implementing a multi-sectoral Program for refugees
in Oruchinga settlement (Isingiro district), Nakivale settlement (Isingiro
district), Nyakabande Transit Center (Kisoro district) and Kyangwali Settlement
(Hoima District).
Key Duties and Responsibilities: 
  • All communication regarding resettlement needs of refugees should be
    made through the RST-focal person.
  • All communication should be written for resource mobilization and
    accountability purposes.
  • The protection manager should be copied in all communication to
    support especially with ensuring timely resource mobilization for RST
    activities.
  • The RST focal person will ensure that all persons of concern
    travelling outside Nakivale for RST activities upon UNHCR’s request are
    escorted by staff.
  • The RST focal person is also responsible for ensuring the welfare of
    persons of concern during RST activities.
  • Prepare written documentation for resettlement submission; ensure
    that records / files of individual cases are updated in a systematic and
    timely manner.
  • Assess and review individual resettlement cases and prepare
    individual / group submission for scrutiny by the supervisor (UNHCR)
  • Assist in logistical arrangements of selection missions by
    resettlement locations.
  • Coordinate travel and departure arrangements for refugees accepted
    for resettlement.
  • The incumbent will follow-up on cases from time of submission to
    final decision and departure
  • Comply with UNHCR’s standard operating procedures on resettlement,
    ensuring timely action on cases
  • Occasionally, assist in carrying out preliminary interviews and
    initial assessments, to process refugees for resettlement following
    established procedures
  • Assist in mitigating resettlement fraud by reporting suspected
    fraud.
  • Provide support in maintaining accurate resettlement statistics as
    well as up-to-date records on individual cases; assist in the preparation
    of reports.
  • Ensure proper management of both physical and electronic data;
  • Ensure proper follow-up of the pending submissions and keep track of
    any changes in the circumstances of cases;
  • Systematically apply an Age, Gender and Diversity perspective in all
    aspects of the resettlement process.
  • Perform any other duties assign by the supervisor.

Qualifications, Skills and Experience: 
  • The ideal candidate for the HIJRA Protection Officer – Case
    Management/Resettlement job opportunity must hold a Law degree/ human
    rights or a comparable discipline
  • At least 3 years of work experience in the same field of development
    and humanitarian work and NGOs’
  • Excellent presentation and communication skills and the ability to
    interact with a number of different partners and contacts, including
    governmental authorities, UNHCR, victims and their families etc.
  • Must possess communication and negotiation skills.
  • Strong judgments skills are also a necessity
  • Someone who can make ethical and moral decisions
  • Sociable and open minded
  • A person who can keep confidential information
  • Must have a solid knowledge of the local law and be able to grasp
    new concepts with ease and accuracy
  • Very organized and need to have good time management skills to meet
    deadlines on time.
