Job Summary: The Program Manager provides support and
leadership for the implementation of Jhpiego/Uganda programs and will
specifically provide support and leadership on a project focused on survey
development and data use and program management. S/he will work with program
and technical teams to help coordinate the analysis, synthesis and reporting of
results as well as capacity development of staff and partners. S/he ensures
timely and cost-effective implementation of program activities. This person
will also be responsible for overseeing the collaborative development, roll out
and adaptation of major surveys. S/he will also play a lead role on
communications and have experience with advocacy and marketing strategies. Responsibilities
include: program and financial management, workplan development, reporting,
support monitoring and evaluation activities, business development, donor and
partner relations and knowledge management. The Program Manager will work
closely with the Country Director, Project Directors and Technical Advisors to
develop and maintain collaborative partnerships with program partners and
country stakeholders.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in public health,
international development, clinical degree (nursing or medicine) preferred - At least seven years of experience in program implementation,
including training of health service providers - A minimum of five years of experience in development and management
of surveys/data collection - Track record of effective translation of data into action for
policy, advocacy and program implementation - The ability to use data to adjust programmatic interventions to
optimize impact and funding - Experience managing sub-awardees (contracts, payments, monitoring
compliance, reviewing deliverables, onsite monitoring, etc.) and building
their capacity in program management - Skilled in writing technical and programmatic documents, such as
training materials and reports - Understanding of public health and development approaches
particularly in the Ugandan context. - Familiarity with Uganda’s health system, key stakeholders and
relevant government policies/strategies - Understanding of monitoring and evaluation of programs, and skilled
in use of data for decision-making and program management - Work planning and budgeting experience
- Ability to interact with established networks of senior level
international and national health professionals, donors, universities and
other partners - Excellent presentation, verbal and written communication skills
- Excellent donor and partner relationship skills as well as new
program development skills - Proven leadership skills, as well as skills in facilitation, team
building and coordination - Technical expertise in family planning and/or RMNCH programming
- Demonstrated self-management (i.e. motivation, dealing with
pressure, adaptability) and the ability to project a professional,
consistent image of confidence, integrity and competence. - Ability to travel domestically up to 30%
