About US:
The Ministry of
Energy and Mineral Development (MEMD) and the Uganda National Bureau of
Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring
Program (FMP) to monitor the importation and trade of Petroleum of products by
preventing adulteration, dilution, contamination and smuggling thereby
safeguarding consumers and the environment in addition to enhancing Uganda’s
National revenue collections. The program is run as a cooperative arrangement
under a Memorandum of Understanding (MOU) that was signed by the two
institutions.
Key Duties and Responsibilities: 
  • Coordinate, monitor and carry out field surveillance visits to
    ascertain compliance to the weights and measurement requirements in line
    with UNBS standards and departmental policies and procedures
  • Develop and design verification guidelines and checklists to ensure
    that field staff follow set procedures in conducting verification
    exercises as per laws established.
  • Provide technical support to field staff, supervise, monitor and
    mentor staff in the Division to ensure that they handle their assignments
    professionally and follow the inspectors code of conduct as they execute
    their roles
  • Develop and monitor the implementation of the annual, quarterly and
    monthly budget, work plans and targets of all activities to be undertaken
    within the Division
  • Provide technical support, sensitization and guidance to traders and
    all stakeholders in line with verification requirements.
  • Develop and maintain database and inventory of all seized equipment
    in line with UNBS standards
  • Monitor measurement traceability of working standards in line with
    departmental policies and procedures
  • Prepare weekly, monthly, quarterly and annual reports

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Masters’ degree in
    Science or any other related field from a recognized University/Institute
  • Honours degree in physics, engineering and any other related field.
  • At least eight years of experience
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • Must be computer literate with skills in MS Word, Excel, PowerPoint,
    and the Internet applications
  • Certificate in Investigations and prosecution will be an added
    advantage
  • Age: Between 30 and 45 years
