About US:
The Ministry of
Energy and Mineral Development (MEMD) and the Uganda National Bureau of
Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring Program
(FMP) to monitor the importation and trade of Petroleum of products by
preventing adulteration, dilution, contamination and smuggling thereby
safeguarding consumers and the environment in addition to enhancing Uganda’s
National revenue collections. The program is run as a cooperative arrangement
under a Memorandum of Understanding (MOU) that was signed by the two
institutions.
Key Duties and Responsibilities: 
·        
Coordinate
activities of the laboratory and ensure that it acquires and or maintains the
requirements for accreditation consistently.
·        
Carry
out internal audits of the Laboratory and spearhead the implementation of audit
recommendations.
·        
Develop
and monitor strategies and procedures for implementing analytical testing of
laboratory samples for conformity Assessment in the Microbiology Laboratory and
release timely and accurate test results in line with the laboratory
objectives.
·        
Initiate
and review new test methods and procedures and recommend their adoption based
on validation records
·        
Analyze sample
data and laboratory test results in order to determine causes of problems to
rule out internal systems related causes and advise on appropriate solutions.
·        
Develop
training programs and ensure that new recruits and trainees are dully trained
to handle the laboratory work, equipment and processes as expected.
·        
Arrange
for intra and inter laboratory testing whenever needed
·        
Develop
annual, quarterly and monthly work plans and budget of all activities within
the Microbiology laboratory and verify accuracy of all analytical work and test
reports.
·        
Monitor
staff performance and make corrective recommendations to improve the quality of
the laboratory activities and increase conformance to the approved standards
·        
Participate
in technical committee meetings for purposes of standards formulation.
·        
Prepare
annual, quarterly and monthly reports for the activities handled by the
laboratory

Qualifications, Skills and Experience: 
·        
The
ideal candidate should preferably hold a Masters’ Degree in Food Science or any
other food related field from a recognized University/Institute
·        
Honours
degree in Food Science or any other food related field from a recognised
University/Institute.
·        
Should
have completed approved competence development training in ISO 17025
·        
At least
eight years of experience in Standards, Quality Assurance, or quality control,
Standards Development 3 years of which should be in Laboratory Testing
·        
Hands-on
supervisory competencies with capacity to multi-task and deliver results
efficiently with minimal supervision
·        
Experience
of working in a recognized Microbiology Laboratory will be an added advantage
·        
Must be
computer literate with skills in MS Word, Excel, PowerPoint, and the Internet
applications
·        
Age:
Between 30 and 45 years
