The African Field
Epidemiology Network (AFENET) is a not for profit, networking alliance and
service organization that brings together field epidemiology training programs
(FETPs) across Africa working side by side with Ministries of Health, regional
and international partners. AFENET works to strengthen epidemiological and
disease surveillance capabilities of African countries that are critical to
meeting the requirements of the Integrated Disease Surveillance and Response
(IDSR) strategy and the International Health Regulations (IHR).
Key Duties and Responsibilities: 
  • Provide technical and strategic assistance to Ministry of Health to
    assure that information systems and other eHealth activities are
    implemented in line with the Health policy and strategy.
  • Participate in and coordinate ongoing information system application
    testing, implementation, and evaluation with project teams across Ministry
    of Health.
  • Designs workflows and processes for data management and then
    translate systems requirements into applications prototypes; plan and
    design systems and applications architecture.
  • Participate in evaluation of the adoption of automated information
    systems to accommodate special and complex needs of Ministry of Health.
  • Work with vendors, IT professionals, and public health program areas
    to develop system requirements and plan, develop, and maintain health
    information systems.
  • Establish appropriate data security provisions and protocols to
    enable access to and maintenance of public health data and personal health
    information.
  • Monitor and evaluate electronic operation processes and practices
    for quality and effectiveness and makes recommendations for improvement.
  • Anticipate the impact that new or modified software will have on
    existing standards and systems, workforce, and public health programs, and
    makes recommendations for solutions.
  • Provide or arrange for technical assistance and/or training for
    system users.
  • Conduct literature reviews, and prepares informatics models,
    frameworks, or summary documents as needed.
  • Prepare presentation, communications materials, press releases, and
    other media-related materials as regards to digital health implementation.
  • Work with stakeholders for eHealth issues to advance agency goals
    and objectives and identity areas of collaboration with partners to
    support eHealth policy and strategy implementation.
  • Ensure consistency with, leverage, and seek to influence as
    appropriate, national standards and certification initiatives to achieve
    interoperability.
  • Support use of informatics practices to integrate clinical health,
    environmental health, and population health data to improve priority
    community level health outcomes.
  • Advise on health information vocabularies and data standards (e.g.
    HL7, ICD, LOINC and SNOMED codes) Information system design, development
    and management.
  • Provides recommendationsto senior leadership, as requested, to
    support decisions on information systems requirements and procurement.
  • Carry out any duties as assigned by supervisor

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s degree in Health Informatics,  Health Science, clinical science, Public Policy or Health Policy, Health
    Information Sciences, or closely related field
  • Master’s degree in public health informatics, health informatics or
    a related field and four (4) years of experience in informatics including
    demonstrated experience in public health practice.
  • Experience and knowledge:
  • Uganda’s healthcare systems and practices.
  • Strategies for achieving effective data acquisition, management,
    quality, storage, use, and application to address population health needs.
  • Applicable laws, statues, and policies regarding health information
    including security, privacy, and management of confidential data.
  • Public health reporting, information system standards, and public
    health data for Uganda
  • Workflow engineering and Informatics project/product portfolio
    management.
  • information Technology Lifecycle and information system design.
  • Data collection and use methodologies, including survey research,
    registry operations, usability studies, focus groups, and interview data
    collection and analysis.
