Job Summary:  The Finance & Administration Officer will strengthen finance and Administration
within the GOAL Kaabong and Abim Offices and provide financial and
administrative support.
Key Duties and Responsibilities: 
Finance
  • Month-end Reporting: Maintain bank and cashbooks and ensure that all transactions are
    recorded and coded to appropriate donors and projects and that bank and
    cash accounts are reconciled on a timely basis as required, signed safe
    count sheets and cashbooks submitted to Kampala finance on the last
    working day of the month. Collect bank statements on the first working day
    of the month and submitted to Kampala finance. Ensure that Fixed Assets
    (FA) check is performed by WD three and monthly cashbook accountability
    submitted to Kampala by WD five
  • Budgeting: Provide
    support to the Programme Manager and project managers to create accurate
    and realistic annual project, equipment and core cost budgets
  • Monthly rolling budgets: Providing assistance to the programme manager and individual
    project managers where applicable to review and update monthly Budget
    Monitoring Tools (BMT), to submit the reviewed BMTs in line with agreed
    deadlines.
  • Reporting: Provide
    timely and accurate weekly and monthly financial reports to Kampala
    Finance for review.
  • Liaising with Finance in Kampala as necessary
  • Liaise with banks on any financial related matters
  • To support the organisation in ongoing risk management at a field
    level and to support the fulfilment of the GOAL Uganda finance plan
    objectives
  • To attend monthly stock counts on behalf of finance department
  • Ensure that monthly fund requests based on projected field
    activities and office running costs for Kaabong and Abim are sent to
    Kampala by the end of the month for the coming period
  • Petty cash maintenance and bank register maintenance, ensuring all
    expenses are reasonable and appropriately authorized and recorded
  • Monitoring floats outstanding and ensuring they are cleared on a
    regular basis
  • Ensuring all purchases have been made following GOAL purchasing
    procedures and have all relevant supporting documentation attached to
    payment requisition
  • Provide cover for other field offices whenever necessary
  • Perform any other duties as assigned
Personnel &
Administration
  • Act as HR focal person for the Kaabong and Abim field offices
  • Submit a monthly summary leave report (Annual, sick, study, etc.)
    each month to the programme manager, ensure that all leave is adequately
    authorised and planned.
  • Ensure all new staff have signed their contract of employment and
    copies of all relevant HR documents are kept up-to-date in the Kaabong and
    Abim HR files while originals are sent to Kampala in line with HR
    guidelines
  • Ensure all documents concerning personnel are confidentially and
    properly filed
  • Ensure that all payslips are appropriately authorised, delivered to
    staff with staff acknowledging receipt and storing the electronic copies
    confidentially
  • Ensure that 100% timesheets are filed on a monthly basis
  • Ensure that all staff have completed annual performance appraisals
    on time
  • Ensure that all staff are appropriately inducted in line with HR
    guidance
  • Supervise the office cleaners

Qualifications, Skills and Experience: 
  • The ideal candidate for the GOAL International Finance
    & Administration Officer
    job placement must hold a University degree in Accounting, Finance
    or related field
  • A qualified or part-qualified accountant (Chartered, Certified or
    Management)
  • A minimum of three years’ experience in a finance related role
    preferably within an NGO environment is desirable
  • Ability to work with minimal supervision
  • Excellent written and spoken English, outgoing personality with
    excellent communication and training skills
  • Ability and willingness to travel and work in remote areas
  • Excellent computer skills including proficiency in Microsoft Excel
    and Word and if possible have knowledge of Sage desirable or a similar
    package.
