About URA:
The Uganda Revenue
Authority (URA) was established by the Uganda Revenue Authority Statute of 1991
and set up in September of the same year as a central body for assessment and
collection of specified revenue, to administer and enforce the laws relating to
such revenue and to provide for related matters. This statute incorporated all
the laws that were in force then regarding tax collection. The new organization
(URA) amalgamated the three tax administration departments that were
responsible for all the taxes collected by the Central Government of Uganda.
Job Summary:  The Officer Human Resource Planning will
co-ordinate and execute human resource planning activities and initiatives and
generate monthly Board Reports to support the overall workforce planning
strategy. The incumbent will generate statistics to support the manpower
projections across departments and guide the talent sourcing function.
Key Duties and Responsibilities: 
  • Study the updated staff lists to determine the staffing levels
    across departments
  • Maintain an updated organization chart (establishment) and make
    extracts of departmental structures as and when requested
  • Summarise the staffing levels across ranks and departments to
    establish the staffing gaps on a monthly basis and submit to the line
    manager for review
  • Create and maintain staff bio-data update to ensure data integrity
    and accuracy .
  • Receive new staff information and capture into the database and
    forward to the HR Registry for filing
  • Regularly update staff information and profiles and forward hard
    copies to the Registry for filing on Personal Files
  • Maintain staff turnover list and respond to information requests as
    they come
  • Carry out periodic data cleaning and validation exercises of staff
    information held in the database
  • Receive and respond to staff information requests from different
    users in order to support decision making.
  • Generate data extracts from the database of various kinds and
    respond to user requests
  • Generate monthly Board Reports highlighting the planned workforce
    position against actuals and submit to HRM Sectional Management
  • Coordinate the Asset and Liabilities declarations exercise and
    generate a report
  • Generate periodic HR reports regarding staff demographics as
    requested

Qualifications, Skills and Experience: 
  • The applicant for the Uganda Revenue Authority (URA) Officer Human
    Resource Planning job placement should hold an honours degree in Human
    Resource Management, Organizational Psychology, Social Work and Social
    Administration, Social Sciences or related degree.
  • At least two years of experience in Human Resource Practice in a
    large organizations
  • Experience in Strategic HR management, performance management or HR
    Planning .
  • Demonstrated experience in developing and maintaining establishment
    monitoring systems and assisting managers to control same.
  • Experience of working in a workforce planning and Analytics, recruitment,
    operations, project management or similar role is preferable.
Desirable
  • Post graduate qualifications in the related field
  • Graduate member of the Chartered Institute of Personnel and
    Development is a key advantage
  • Specialised training in workforce analytics and information systems
    management
  • Knowledge of workforce analytics
  • Advanced Ms Excel
  • Confident and skilled communicator (both verbal and written).
  • Flexibility and ability to learn quickly in a fast moving
    environment
  • Able to plan, priorities, multi-task and manage a significant
    workload effectively under pressure
  • Team player who takes initiative and ownership
  • Strong relationship management experience, with the ability to
    interact with people at all levels of the firm and the confidence to
    influence and negotiate
  • Flexibility and adaptability in both attitude and approach
  • Keen attention to detail
  • Strong organisation and time management skills
