The United States
Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for
over 30 years.  Ambassador Deborah R. Malac currently heads the U.S
Mission to Uganda.  The Mission is composed of several offices and
organizations all working under the auspices of the Embassy and at the
direction of the Ambassador.

Job Summary:  The Regional Refugee Coordinator Assistant provides program and
administrative support to the Great Lakes Regional Refugee Coordinators’
office. The incumbent’s primary duties include: Monitoring and evaluation of
U.S. government-funded humanitarian assistance programs, reporting on refugee
issues, maintaining contacts with government officials, international
organizations and NGOs in all countries covered by the office, and providing
administrative support. The employee often works independently and has the
authority to carry out many of the assigned duties without the direct
involvement of the supervisor. The jobholder reports directly to the Regional
Refugee Coordinator and does not exercise any supervisory responsibilities.
Key Duties and Responsibilities: 
  • Program
    Management: 40% 
    The
    incumbent’s primary responsibility is to support the Regional Refugee
    Coordinator in managing the PRM- funded NGO programs in the Great Lakes
    region. As such the incumbent will participate in the monitoring and
    evaluation (M&E) of these programs (including field trips), drafting
    required evaluation reports, tracking the M&E of the programs,
    corresponding with representatives of the NGOs regarding programmatic matters,
    and any other tasks required to fulfill the Office’s M&E
    responsibilities for such programs. Programs include those funded through
    PRM cooperative agreements, Julia Taft grants, and PEPFAR funds, as
    applicable.
  • Administrative
    Support: 30% 
    The
    jobholder must manage all aspects of the administration of the Office.
    Duties include: All administrative tasks related to official employee
    travel for all employees in the Office; all administrative tasks
    associated with official visitors sponsored by the Office; and all other
    administrative tasks required for the Office to function well such as
    filing, supply needs, secretarial services, maintenance of equipment, etc.
  • Coordination:
    15% 
    The jobholder
    cultivates and maintains contacts with representatives of government, international
    organizations and NGOs in the Great Lakes region. Many of these are
    high-level contacts such as the heads of the United Nations agencies and
    government officials at the Office Director level. Such coordination
    requires attending meetings and receptions, drafting correspondence and
    organizing events.
  • Reporting:
    15% 
    The incumbent
    contributes to reporting on refugee issues in the region. This includes
    collecting information, drafting emails, cables and other reports. This

    follow any other instructions and to perform any other duties requested by
    his or her Agency.          


Qualifications, Skills and Experience:

  • The applicants for the US Embassy
    Regional Refugee Coordinator Assistant career opportunity should hold a
    University degree in any of the following courses; Public Administration,
    Business Administration, Development Studies, Human Rights, Peace
    & Humanitarian Interventions, Social Work or Social Administration
  • At least two years of prior work
    experience involving humanitarian assistance and experience working with
    international organizations is required. The position requires prior
    experience working in an office setting, and conducting field research.
  • The position requires a solid knowledge
    of the geography, history and politics of the Great Lakes region, and a
    thorough knowledge of refugees, migration, and humanitarian assistance.
    Furthermore, the employee must have a well-developed knowledge of the U.S.
    government and the U.S. Department of State including a thorough
    understanding of the function and operations of U.S. diplomatic missions
    abroad.
  • The employee must possess strong oral
    and written communication skills, and must be competent in basic computer
    skills.
  • Furthermore, the employee must be able
    to work with minimal supervision, and be capable of traveling to remote
    sites under difficult conditions. Basic typing skill is required.

  • Language
    Proficiency:
     List
    both English and host country language(s) by level (II, III) and specialization
    (sp/read). Level III (Good working knowledge) writing/speaking/reading
    English is required; Level III (Good working knowledge)
    writing/speaking/reading French is required, and Level III (Good working
    knowledge) writing/speaking/reading Swahili is required.
