United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.

Key Duties and Responsibilities:
- Build strategic partnerships with broad range of stakeholders
including the private sector, international and civil society
organizations, UN agencies, and the District authorities, in order to
maximize the impact and increase efficiencies of operations, and to
accelerate the shift from direct assistance to developmental approach for
refugees and host communities. - Develop linkages with existing programmes/projects in the districts
to bring them closer to/within the settlements. Lead on regular mapping
exercises of the relevant districts, liaising with sector specialists, to
determine gaps, capacity and comparative advantage of different actors - Work closely with government, the private sector and partners,
identify and enhance livelihoods opportunities for refugees and solutions
to challenges related to access to legal employment, vocational training
and, if and where applicable, micro credit or micro-financing. - Facilitate the advancement comprehensive approaches within UNHCR at
district and settlement level, as well as a broad range of development and
humanitarian partners through support and participation in all planning
processes - Active participation in district planning processes, facilitating
strong working relations between LGAs and sector specialists/partners,
supporting government in inclusion of refugees in District planning and
budgets. - Work closely with the CRRF Secretariat in OPM and support and follow
up on decisions made of the CRRF Steering Group in the districts, such as
refugee response plans. - Institutionalise solutions-oriented approaches within UNHCR and
partners through training sessions and participation in all planning
processes. - Relevant linkages developed with the private sector to promote
innovation/synergies and advocate for access for refugees to already
available services. - Document economic activities and socio-economic factors impacting
refugees self-reliance in the settlements and in the districts and
document good practices from both operational and analytical work from
sectors - Provide day-to-day support to the financial inclusion process under
CBI in the settlements and analyse the impact of CBI on refugee economy
and local markets.
Key Performance Indicators:
- The incumbent will be critical in guiding and supporting the
development and implementation of a comprehensive refugee response at
District and settlement level, with a particular focus on engaging the
private sector and local government authorities. The incumbent will be the
key interlocutor with the District Local Governments and will identify and
actively partner with other actors and structures to contribute to the
strategies and solutions for refugees. Within UNHCR, the incumbent will
establish close working relations with the relevant staff working in the
protection, program and technical sectors. Key external partners will
include District authorities, local business, Office of the Prime Minister
(OPM), UNHCR partners, international and local NGOs, development agencies
and other actors engaged in humanitarian and development initiatives in
the districts.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Associate
Solutions and Development Officer job placement should hold an
undergraduate degree (equivalent of a BA/BS) in Social Sciences,
Socio-Economic Development, Development Planning, Rural Development,
Economics, Business Administration or related fields - At least four years of previous job experience relevant to the
function, in humanitarian and development contexts, or engagement of
private sector for the Sustainable Development Goals (designing, planning,
delivering, managing, monitoring and evaluating development programs in
the areas of early recovery, local economic integration, agriculture
development, skills development, enterprise development, livelihoods and
economic empowerment including for women and youth). - Technical competencies in at least two sub-sectors relevant to
livelihood programming e.g. employment promotion, entrepreneurship
building, private sector development, local economic
recovery/poverty-reduction strategies, social finance. - Demonstrated ability to develop and maintain partnerships with a
variety of actors – including government and private sector - Previous experience in planning, implementing, and monitoring
programmes and managing multiple projects - Excellent drafting, presentation and reporting skills, including
strong advocacy and negotiation skills in situation involving multiple
actors and diverse interests. - Excellent computer skills including excel, word and power point.
Desirable:
- Knowledge of protection, refugee matters and UNHCR mandate, and
working on forced displacement issues, including with host communities in
the country - Experience of working with the private sector or development
agencies in the area of jobs and livelihoods - Experience of working with national or District government
authorities on development planning - Experience of working with synergies between the
humanitarian-development nexus. - Ability to facilitate humanitarian and development actor
interactions. - Experience in poverty reduction programmes, focused on linking
safety net programmes (including usage of cash assistance) linked to
access to employment and self-employment programme.
