Job Summary:  The Programs Officer (FP/HIV Integration) will
be responsible for overseeing the implementation of Reach A Hand Uganda
(RAHU)’s integrated family planning (FP) and HIV
projects/programs/campaigns/projects in Uganda. To this end, the Programs
Officer (FP/HIV integration) shall also assist in the design, planning and
management of these interventions; and will support the delivery of projects
around FP/HIV by working directly under the programs department with
supervision by the Programs Manager.
Key Duties and Responsibilities: 
  • Provides technical input/assistance related to family planning (FP)
    and HIV/AIDS;
  • Identifies areas for FP and HIV integration and creates FP/HIV
    linkages between RAHU projects.
  • In collaboration with Program Manager, works directly with, provides
    support to, and builds capacity of our network of peer educators, youth
    champions and youth entrepreneurs.
  • Coordinates FP/HIV field activities with support from M&E,
    Programs, Communications and Advocacy departments.
  • Collaborates with project partners, district local governments,
    district health teams, and other stakeholders in implementation of project
    activities.
  • Provides technical support and input on FP and HIV/AIDS to assure
    implementation of high quality program activities by RAHU.
  • Develops training curricula and implements trainings for health
    facility staff, community health workers, Peer educators, youth champions,
    youth entrepreneurs, CBO partners, and others.
  • Works with program staff to implement IEC/BCC activities; assures
    quality of IEC/BCC messaging and delivery.
  • Prepares high-quality programmatic, administrative and financial
    reports and submits to Programs Manager according to internal guidelines
    and deadlines.
  • Monitors field activity budgets on a monthly basis by program
    assistants/field officers, including submitting field activity funds
    requests to the Program Manager and/or Finance Manager.

Qualifications, Skills and Experience: 
  • The applicant must hold a BA in Public Health, Development Studies.
  • Two years of experience implementing a Community-Based Family
    Planning program and 1 or more years of experience with HIV/FP integration
    at facility, organization and/or community level.
  • Demonstrated technical knowledge in FP topics; at least 2 years of
    prior FP project implementation experience essential.
  • Demonstrated training experience and technical knowledge in Family
    Planning and HIV/AIDS topics; prior HIV/AIDS implementation experience
    essential. Experience working with adolescents and/or PHAs desired.
  • Understanding of best practices in community mobilization,
    sensitization, and education, and experience in application thereof.
  • Experience with selection, recruiting, training and motivating
    community volunteers/VHTs/peer educators.
  • Demonstrated ability to produce high-quality written documents,
    including reports to line managers, senior management, and project
    stakeholders.
