About US:
Uganda Electricity
Generation Company Ltd was incorporated in March 2001 under the Companies Act,
2012 on the basis of the Public Enterprises Reform and Divestiture Act, Cap 98
and Electricity Act, Cap 145 respectively. UEGCL is wholly owned by the
Government of the Republic of Uganda. UEGCL’s key role is to – carry on the
business of electric power generation and sale within Uganda or for export to
neighbouring countries; build, operate and maintain Electricity Generation
Plants; monitor the operation and maintenance of its Concessioned Assets –
Nalubaale and Kiira Power Stations; provide Technical Support as and when
required by the Government of the Republic of Uganda through the Ministry of
Energy and Mineral Development; organize, support, encourage and maintain
training facilities in technical and related fields, amongst others.
Key Duties and Responsibilities: 
  • The Chief Human Resource Officer (CHRO) serves as the senior most
    advisor on strategic workforce planning and human resource matters for the
    UEGCL Top Management (TM). The CHRO is supported by and supervises a
    Management Team of two Heads of sections (HR & Administration). The
    CHRO, in collaboration with the HR Management team, is charged with
    ensuring that UEGCL has the human resource capacities needed to deliver on
    its mandate in today’s increasingly complex human resource landscape
    within the framework of UEGCL’s Strategic Direction. In doing so, the CHRO
    follows through on the implementation of UEGCL’s People Strategy. The
    implementation of these strategic priorities is to be supported by a
    reconfiguration of the HR function to enable the department to transform
    from an HR administration service into a strategic business partner for
    field operations and senior management.
  • CHRO is instrumental in communicating the link between the
    importance of strategic human resources planning and delivery, including
    the duty of care and the effective delivery of UEGCL’s mandate. An
    integral part of the Top Management (TM), the CHRO is a strategic advisor
    on complex, sensitive and far-ranging human resources issues.
  • The CHRO, in partnership with the UEGCL Top Management, and in
    particular the Chief Strategy and Business Development Officer, is
    instrumental in championing a transformative process to ensure our
    workforce is fully supported and optimally positioned to meet
    organizational needs in a respectful, inclusive, workplace environment.
    Particular focus is placed on the organization’s values, behaviour, and
    approach to performance and ensuring robust HR risk and oversight
    mechanisms.
  • The CHRO ensures support, alignment and leadership with broader
    UEGCL reforms, including the different forward- thinking and cross-cutting
    initiatives. CHRO develops strategic partnerships, represents the
    Organization at inter-agency meetings, conferences as well as meetings
    with senior government officials and other external officials, ensuring
    that the strategic vision and needs of the Organization in terms of human
    resources are well articulated and understood, the concerns of government
    are adequately considered and addressed as appropriate.
  • The CHRO is also responsible for maintaining an open dialogue with
    employees which is critical to advancing the organization’s goals.
  • CHRO leads and oversees the work of the HR and Administration
    Department which will comprise a workforce of approximately 47 personnel,
    based at the Head Office with support to the HR and Administration teams
    at the Branch Offices and Project Sites. The Department’s responsibilities
    include; talent recruitment and assignment, administration of benefits and
    entitlements, payroll management, HR policy development, staff health and
    welfare, strategic workforce planning, Training and Development,
    succession planning as well as management of UEGCL’s Resource Centre based
    in Jinja which plays a pivotal role in training and supporting the
    development of our workforce. In addition, the responsibilities include
    general office administration and support, transport management, security
    management, records and archive management and property management. The
    CHRO shall also monitor and ensure compliance with all applicable
    legislation with regard to these responsibilities.

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree with honors in Human
    Resource Management, Business Administration, Law, Social Sciences, Social
    Word& Social Administration or in another field directly relevant to
    this position with a minimum of 10 years relevant professional experience,
    preferably in a credible corporate organization with regional/branch
    operational set-up.
  • A Master’s Degree (or equivalent Advanced University Degree) in
    Human Resource Management, Business Administration, Law, Social Sciences,
    Management or in another field directly relevant to this position from a
    reputable Institution of Learning.
  • At least 5 years serving as a Senior Manager, including significant
    budgetary responsibilities, preferably in a performance-driven
    organization with a highly engaged workforce.
  • Professional qualifications in HR & membership to a registered
    HR body will be an added advantage.
  • Demonstrated experience in managing large teams, and in inspiring
    and leading transformational processes and culture change in an
    organization.
  • Fluency in English (written/oral/comprehension).
  • Demonstrate a high level of discretion while exercising sound
    interpersonal skills.
  • An excellent communicator, comfortable with consultative processes
    and results driven.
  • Demonstrated problem solving and analytical skills.
  • Experience in conflict management and negotiation.
  • Exemplary track record of ethical behaviour and leadership by
    example.
