About RSCE:
The Regional Service
Centre Steering Committee is the decision-making body for RSCE, in compliance
with General Assembly resolutions, United Nations Secretariat rules and
regulations, strategic guidance from United Nations Headquarters and oversight
bodies. The Steering Committee consults with the Global Field Support Strategy
Implementation Coordination Team, as required.
The Regional Service
Centre, as approved by the Member States, is owned, managed and staffed by the
regional missions it serves. This framework reinforces the existing missions’
chain of command structures and lines of authority in a manner that does not
create an additional layer between Headquarters and the regional missions. It
also ensures that staffing for RSC.
Job Summary:  The Programme Management Officer will support
the strategic planning, implementation, monitoring and evaluation as well as
reporting of programmes, projects operations and other activities of the
Centre.
Key Duties and Responsibilities:  Within
delegated authority, the Programme Officer will be responsible for the
following duties:
  • Actively participates in the development, implementation and
    evaluation of assigned programmes/projects, etc.; monitors and analyzes
    programme/project development and implementation; reviews relevant
    documents and reports; identifies problems and issues to be addressed and
    proposes corrective actions; liaises with relevant parties; identifies and
    tracks follow-up actions.
  • Works closely with programme managers in the Centre’s pillars and
    sections for the continued evaluation of various programmes and projects
    within the Centre and provide substantive information on the same.
  • Researches, analyzes and presents information gathered from diverse
    sources.
  • Provides support in policy development, including the review and
    analysis of issues and trends, preparation of evaluations or other
    research activities and studies.
  • Undertakes survey initiatives; designs data collection tools;
    reviews, analyzes and interprets responses, identifies problems/issues and
    prepares conclusions, prepares data visualizations.
  • Prepares various written outputs, e.g. draft background papers,
    proposals, dashboards, analysis, sections of reports and studies, inputs
    to publications, etc.
  • Provides substantive support to consultative and other meetings,
    conferences, etc., to include proposing agenda topics, identifying
    participants, preparation of documents and presentations, etc.
  • Actively participates in or lead field missions, including provision
    of guidance to external consultants, government officials and other
    parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding
    (programme/project preparation and submissions, progress reports,
    financial statements, etc.) and prepares related documents/reports
    (pledging, work programme, programme budget, etc.).
  • Performs any other duties as required.

    programme/projects.
  • Provides thorough, well-reasoned written contributions, e.g.,
    background papers, analysis, sections of reports and studies, inputs to
    publications, etc.
  • Develops and maintains effective working relationships.
  • Promulgates coherent policies, and consistent adherence to these by
    clients.
  • Efficiently uses resources.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations Regional Service Centre
    at Entebbe (RSCE) Programme Management Officer job placement should hold an
    advanced university degree (Master’s degree or equivalent) in business
    administration, management, social sciences, information management or a
    related field is required.
  • A first-level university degree in the above fields in combination
    with two (2) additional years of qualifying experience may be accepted in
    lieu of the advanced university degree. A PMP Qualification and or
    PRINCE2® Foundation or Practitioner certificate is desirable.
  • At least five years of progressively responsible experience in
    project or programme management, programme design, programme coordination,
    monitoring and evaluation, reporting, capacity building or related area is
    required.
  • Previous exposure and experience in applying Project management
    principals or PRINCE2 methodology in monitoring, reporting and
    implementation is desirable.
  • Experience of working on multi-country projects/programmes,
    particularly in Africa, is desirable.
  • Prior experience of working in UN agencies and funds, or similar
    international organizations with multiple field operations, shared
    services, or customer service centre is desirable.
  • Languages: fluency
    in English is required and working knowledge of French is desirable

  • Communication: Speaks

    tailor’s language, tone, style and format to match audience; demonstrates
    openness in sharing information and keeping people informed.
  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies;
    identifies priority activities and assignments; adjusts priorities as
    required; allocates appropriate amount of time and resources for
    completing work; foresees risks and allows for contingencies when
    planning; monitors and adjusts plans and actions as necessary; uses time
    efficiently.
