The MRC/UVRI Uganda
Virus Research Unit on AIDS was established following a request in 1988 from
the Uganda Government to the British Government for collaboration on the
research of HIV (Human Immunodeficiency Virus) infection and AIDS (Acquired
Immunodeficiency. The Unit is a center of excellence in HIV/AIDS related
research. It conducts large-scale epidemiological and intervention studies,
clinical trials, virological and immunological research and behavioural studies,
and has generated a wealth of research results that have been used to inform
policy and practice that have led to a large number of scientific publications
in peer reviewed journals over time.
Job Summary:  The Human Resource and Administration Manager
is responsible for the management of the Human Resources (HR) Service to its
460 staff, directing and managing the HR Team and other staff undertaking
administrative roles and the Field Station Administrators. The post holder has
leadership of the Service and responsibility for its development and
operational efficiency and must therefore be competent in developing
relationships with internal and external stakeholders Working with a wide range
of internal and external colleagues, the post holder is responsible for the
development and implementation of the Units HR plan which supports the Units
strategy. The post holder will play a key role alongside the Chief Operating
Officer in delivering an effective and efficient service, using technology and
people to deliver improved service and operational flexibility. The post holder
will manage a team of eight staff, report to the Chief Operating Officer and
will work closely with academic and professional support staff. The post is
based in Entebbe although the post holder is expected to make regular visits to
the other Unit field stations.
Key Duties and Responsibilities: 
  • Work with the Chief Operating Officer to lead the development,
    implementation and review of HR plans, practices and policies across the
    Unit.
  • Be a trusted professional adviser to the Chief Operating Officer,
    members of related committees, and other senior management and colleagues
    in all matters of HR management, related policy and administration.
  • Lead and manage the HR Service, ensuring that the Unit operates
    sound practices that are compliant with the law and other regulations
    (including the Unit policies), such as but not limited to the Ugandan
    Government Labour Relations.
  • Ensure the recruitment and development of an appropriate skill set
    within the HR Service that is able to meet changing demands, deliver
    projects on time and to budget and to improve the quality of service
    provided across the Unit
  • Implement strategic HR projects, managing staff and resources, and
    analysing and reporting on performance.
  • Effective planning, forecasting, monitoring and management of the HR
    budgets and associated staff costs.
  • Ensure that Unit staff are able to acquire the skill sets and
    leadership competencies required to achieve the Unit’s strategic
    objectives and maintain its strong reputation.
  • Ensure there is effective communication between the HR Service and
    the staff and internal and external stakeholders.
  • Ensure that Unit recruitment and remuneration and benefits
    arrangements enable it to recruit and retain competent and efficient staff
    ensuring there are retention strategies that are benchmarks against
    similar organisations.
  • Develop and embed an approach to performance management and
    succession planning consistent with the needs, culture and complexity of
    the organisation.
  • Ensure Talent & Educational Development promotes positive and
    progressive staff development.
  • Ensure that HR information systems are fully maintained and capable
    of providing management information as required.
  • Ensure that ongoing monitoring of all HR plans and Unit employment
    policies is undertaken and that accurate, timely, and relevant
    employment/workforce related data is reported to the Chief Operating
    Officer and other relevant bodies to inform strategic decision-making
  • Provide leadership for employee relations working with line Managers
    and staff as appropriate to resolve conflict and where appropriate work
    with appointed external parties (e.g lawyers) on any required legal
    issues.
  • Ensure that employment cases are managed swiftly and effectively and
    all associated corporate risks are raised to the Chief Operating Officer
    to mitigate any reputational or financial risk.
  • Ensure all staff managed by the post holder are trained and managed
    to a high level and that they are competent in undertaking other duties so
    as to provide appropriate cover.
  • Ensure that working practices have due regard to the health and
    safety of employees and visiting persons ensuring controls are in place to
    adhere to local and international standards. The post holder will work
    closely with the Health and Safety teams in the Unit and where necessary
    in the UK.
  • To ensure that the post holder and the HR service team are kept up
    to date with changes in HR practices and laws communicating such changes
    to other staff as appropriate.
  • To provide guidance and assistance to international staff when
    joining and leaving the Unit, working with other staff as needed to
    deliver smooth transition.
  • To manage the Field Stations Administrators (3) working closely with
    staff at the Field Stations and developing strong links between the Units
    main site and the Field Stations through regular meetings and direct
    communication.
  • To represent the Unit at Entebbe UVRI campus meetings when required
    but specifically safety and security meetings and to ensure that the Unit
    position is communicated. To ensure that the Chief Operating Officer
    receives minutes and briefings in a timely manner.
  • Undertake any other duties as reasonably delegated by the Chief
    Operating Officer.
  • Demonstrate the Unit’s values through your behaviour at work,
    including your duties and responsibilities in respect of equality and
    diversity, health and safety, data protection, and any other legislative
    requirements.
  • Ensure at all times that the HR service delivers an efficient and
    effective service with due regard for value for money aligned to the Units
    strategic vision. In addition ensuring that staffing levels remain within
    the budgeted allocation, reporting any variances to the Chief Operating
    Officer with proposals for adjustment.
  • Ensures that Standard Operating Procedures are regularly reviewed
    and changes made as necessary.
  • Ensure that Conflict of Interest guidance and notifications are
    regularly reviewed and action taken as appropriate.

Qualifications, Skills and Experience: 
  • The applicant for the Medical Research Council (MRC) UK /
    UVRI) Human Resource and Administration Manager job placement must hold a
    degree in a highly relevant subject with a minimum 5 years experience
    managing an HR team or a degree with a minimum 8 years experience managing
    an HR team
  • Qualified member of a recognised professional personnel institute
    e.g CIPD
