Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Job Summary:  The Programme Associate (Communication for
Development) will lead the strategic use of information and communication tools
to improve the effectiveness of programmes towards attaining the strategic
outcomes of the area office in Arua, while championong and promoting bahaviour
change, community engagement, empowerment and greater public ownership of
development initiatives. WFP designs new and innovative delivery strategies to
support the Zero Hunger priorities in the region, and the incumbent will sieze
opportunities to magnify livelihoods and resilience through targeted
communication and engagement solutions. The incumbent will provide support to
WFP’s efforts to ensure proper Cash Based Transfer Controls and end-to-end
accountability when expanding its cash based transfer programmes across its
portfolio.
Key Duties and Responsibilities: 
  • Under the guidance of the Head of
    Programmes – Arua, develop and enhance strong partnerships with community
    groups, leaders and other partners in the community and civil society for
    promotion of participation in support of programme goals;
  • Develop coaching and training material
    and activities to build capacity for participatory and strategic
    shift/change communication;
  • Promote and celebrate WFP’s success in
    hunger reduction and progress towards CSP 2022;
  • Ensure that at Area office level, the
    work that donors have funded through WFP and partner programmes is
    recognised by their local authorities, partners and the people we serve;
  • Increase joint communications and
    network with those wanting to advocate and engage on Zero Hunger and the
    related SDGs
  • Get more people to engage with CSP
    direction towards corporate agenda 2030 by raising awareness of its
    achievability and of what it will take to get there;
  • Design, manage and facilitate the
    implementation of programme communication strategy, plan of action and
    activities for strategic communication and promotion for WFP’s strategic
    shift in support of Area office programme delivery;
  • Enable and empower field and Area office
    teams on communication planning including communication around the
    integrated Road Mapto focus on the people we serve and their stories;
  • In close coordination with the Country
    Office communication, design, formulate, manage, execute, monitor  and evaluate the change process around
    WFP Uganda strategic shift as relates to WFP teams in West Nile and Acholi
    as well as the people we serve and partners. Based on this process, inform
    the community and partner mobilisation strategy, plan of action and
    programme activities in support of the Area office programme;
  • Organise, the Research, learning and
    production of grassroots community relevant communication materials;
  • Provide effective communication and
    technical support to government counterparts and other partners in the
    development and strategic use of communication for the relief and
    development nexus;
  • Supervise submission of Internal and
    External SITREPs, participate in budget planning and ensure the compliance
    and the optimal appropriation of Area office level portfolio budget and
    plans.

Qualifications, Skills and Experience:
  • The ideal candidate for the United
    Nations UN World Food Programme (WFP) Programme Associate (Communication
    for Development) job placement should hold a Bachelor’s degree obtained
    from a recognised education institution in any of the following areas:
    Community Development, Communication, Social Sciences (e.g. Sociology,
    Anthropology, Psychology). Education, Organisational Development with
    emphasis on strategic communication planning for change management,
    community mobilisation, particularly communication, and research;
  • A minimum of five years of progressively
    responsible support experience in the development, planning and management
    of community development programmes, including several years in emergency
    and development contexts, with practical experience in the adaptation and
    application of communication planning processes to specific programmes;
  • Experience in emergency operations and
    management especially in northern Uganda;
  • Experience of inter disciplinary
    approaches in programme development and implementation in programme
    communication, social mobilisation, behavioural change and impact
    evaluation of communication interventions);
  • Experience in organising and
    implementing training including development of curricula and
    methodologies, as well as community capcaity building;
  • Fluency in English and any or more of
    the following languages: Luo, Acholi, Lugbara, Madi, Kakwa, Aringa, Alur
    and Langi
  • Has worked with technical teams (i.e.
    nutrition, VAM, etc.).
  • Has contributed to implementation of
    programmes.
  • Has observed or assisted with policy
    discussions.
Competencies:
  • Programme Lifecycle & Food
    Assistance:
    Demonstrates
    ability to identify key variables and contextual factors that affect food
    assistance problems and programmes throughout the lifecycle to inform
    quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement,
    under guidance, food assistance programmes deploying the full range of
    transfer modalities with an understanding of basic principles guiding
    modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts
    and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs
    into the development, implementation and realignment of high quality
    emergency programmes.
  • Strategic Policy Engagement
    w/Government
    : Understands
    and applies basic principles of engagement with government counterparts at
    the national or local level.
