About USAID RHITES-EC Project:
University Research
Co., LLC (URC) is implementing the USAID Regional Health Integration to Enhance
Health Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose
aim is to support the implementation of a comprehensive integrated investment
in regional  health, nutritional assistance and HIV/AIDS programs. The
five-year project targets 11 districts in East Central Uganda with an estimated
total population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary:  The Senior Technical Advisor, Reproductive
Health, Maternal, Newborn and Child Health, (RMNCH) will lead a team of
professionals to implement the integrated health program in the districts of
support. She/he will work with the team of technical advisors in various
program areas to provide technical guidance to the team on RMNCH and FF in implementing
the regional health integrated program. The person will provide technical
leadership and oversight in the development, focusing and implementation of
RMNCH, and FP activities. The jobholder will work closely with the Director
Service Delivery and other project technical staff to ensure technical quality
of the intervention design and implementation The advisor will ensure the
technical and methodological soundness of activities and, in collaboration with
the project team and partners, support the design of service delivery
strategies, based on sound and current scientific evidence She/he will mentor
and supervise a team of Technical Advisors for Family Planning, Child Health
and Maternal Newborn Health
Key Duties and Responsibilities: 
  • Supervision and providing strategic direction tor the RMNCH and FP
    services; Ensure health workers have capacity/skills to manage, deliver
    and provide comprehensive HIV care, treatment and prevention services for
    pregnant and lactating women;
  • Spearhead the integration of these services with RMNCH services in
    the MCH units and community settings,
  • Lead planning of health systems support and health systems
    strengthening activities designed to increase quality of integrated HIV
    prevention, care treatment and RMNCH/FP Programs
  • Support the Clinical Services Team in standardizing quality by
    ensuring that the Program Officers implement continuous quality
    improvement at the supported district;
  • Conduct targeted site supervision visits to supported health units
    in the district to provide technical assistance, capacity building and
    mentorship of health workers;
  • Prepare periodic program reports, as may he required

Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-EC Senior Technical Advisor RMNCH
    job opportunity must be a Medical Doctor with a Master’s Degree in
    Medicine Obstetrics St Gynecology or Pediatrics/Child Health), Public
    Health, or other relevant field
  • Six to eight years of professional experience working in RMNCH
    programs, ideally working closely with the Ministry of Health, district
    local governments and communities in technical programming.
  • Previous experience working with USAID and other donor projects is
    highly desirable.
  • Excellent oral and written communication skills.
  • Demonstrated leadership, interpersonal and teamwork skills with
    ability to lead multidisciplinary teams
  • Proven ability to set priorities, multi—task, and work
    collaboratively as well as independently
