About World Bank SDP Project:
The Government of
Uganda has received credit from the World Bank to support the Uganda Skills
Development Project (USDP) whose objective is to enhance the capacity of
institutions to deliver high quality and demand driven training programs in the
Agriculture, Construction and Manufacturing sectors. The purpose of USDP is to
create a scalable model for high quality vocational and technical training
which is linked to labor market needs for specific sectors. The model comprises
of establishing Centers of Excellence (CoE) with a network of vocational
institutions (with well-prepared students; well- trained faculty; high quality,
relevant curricula; adequate facilities and equipment; teaching resources and
assessment systems), and an institutional framework that encompasses
development sector skill councils.
Job Summary:  The Project Administrator will ensure that
high quality project office administration and management procedures are
achieved.
Key Duties and Responsibilities: 
·        
Provide support
to Project Coordination Unit (PCU) in all office administrative transactions;
·        
Arrange
for all PCU meetings (internal and external),
·        
Support
and facilitate activities of visitors at PCU offices;
·        
Ensure
that the office facilities are clean at all times including the reception area;
·        
Monitor
the physical and functional state of general equipment vehicles as well as
furniture, and report faults to the engineering team for technical guidance;
·        
Ensure
that office utilities (e.g. electricity etc.) properly used without wastage;
·        
Ensure
that project vehicles are properly used according to the Ministry’s regulations
and guidelines;
·        
Supervise
receipt, delivery and processing of correspondences and handling general
enquiries in consultation with the Project Secretary;
·        
Ensure
that the Offices are opened before 8:00 am and closed after 5:00 pm
·        
Ensure
that internal errands for staff including delivery of documents to relevant
Offices are effected;
·        
Manage
all travel (Local and abroad) arrangements for PCU or stakeholders sponsored by
Skills Projects;
·        
Provide
support (e.g. visa processing, work permits acquisition etc.) to all foreign
stakeholders visiting or working on Skills Projects under IDA Portfolio;
·        
Manage
the Administrative Desk at meetings, workshops and functions organized by PCU;
·        
Take
minutes during PCU Meetings and follow up on agreed action points;
·        
Arranging
Boardroom bookings, arranging local travels and, occasionally, travelling with
project teams to support Administrative functions;
·        
Oversee
the Printing, Photocopying and scanning and organizing office documents in the
required order;
·        
Supervise
all the support staff (secretaries, office assistants, and drivers) in the PCU
to ensure that they perform their work accordingly; and,
·        
Perform
any other duties assigned by his/her supervisors.

Qualifications, Skills and Experience: 
·        
The applicant
must hold an honors Bachelor’s Degree in Secretarial and Administrative
studies, Social Work and Social Administration, Social Sciences (Administration
option), Bachelor of Business Administration (Management Option) from a
recognized University.
·        
A post
graduate qualification in Management, Business Administration, Public
Administration or related field is an added advantage
·        
At least
six (6) years of practical experience in office administration, project work,
or related work with a public or private organization.
