Job Summary:  The Monitoring and Evaluation coordinator will
provide technical assistance in: general project monitoring and evaluation;
Web-based management information system; developing indicators for monitoring
SFtW project performance; developing and maintaining the project Performance
Management Plan and project-level monitoring and evaluation plans; supporting
project design; producing annual and quarterly reports on SFtW project
performance; and supporting project staff to learn from and make decisions
based on monitoring and evaluation data. He/She will lead the team in
establishing performance measures, collecting and analyzing performance
information, planning and managing evaluations and assisting the Initiative
manager in using the performance information for decision-making and resource
allocation. Lead the data collection methods for adequate monitoring and
evaluation of implementing partners’ performance and of the program as a whole
(these methods may include field visits, quarterly reports, specialized surveys
and other sources. Coordinate the process for updating M&E policy and
procedure documents in the areas of monitoring and evaluation to align with the
most current CARE Polices and requirements. He/She will be the Point of Contact
for Evaluation in relation to the SFtW project and provide guidance to technical
teams on issues related to monitoring and evaluation. Assist in the monitoring
and evaluation of the implementation of activities; this may involve reviewing
work plans, quarterly reports, participating in field visits, initiating
regular portfolio reviews and contributing to program evaluations.
Key Duties and Responsibilities: 
System and tools
development and implementation (40%)
  • He/she will lead the design, and roll out, of an effective M&E
    system, particularly ensuring functional project M&E plan and
    framework are in place and correctly and accurately utilized.
  • He/she will develop Terms of References (ToRs) for conducting
    baseline studies, surveys related to the project startup, midterm review
    and end line processes.
  • He/she will guide, supervise and manage the development of an online
    M&E application (either ODK or Kobo) for measuring the project
    performance and progress.
  • He/she will lead in the development and implementation of offline
    M&E tools for capturing and ensuring data integrity at activity,
    output and outcome including performance indicators
  • He/she will lead in training, mentoring and coaching of all project
    staff (both at CARE and partner level) in mainstreaming M&E in their
    deliverables.
Data collection and
entry, analysis and reporting (25%)
  • Lead in documentation of beneficiary reach, while ensuring to
    eliminate double counting in data considering project overlap across
    sectors and other similar projects.
  • Aggregate and collate project data for CARE International in
    Uganda’s quarterly and annual Project and Program Information and Impact
    Reporting Systems (PIIRS)
  • Lead all Program quality learning sessions for the SFtW project,
    including on all SFtW project reports, plans and publications.
  • Carry out regular field visits to support project M&E processes
    and aspects
  • Enforce timely submission of accurate and complete data from all the
    collection points and service departments, including monthly planning
    reports for all departments.
  • Promote monitoring, evaluations and audits as means of guiding and
    supporting the project
  • Conduct and facilitate required assessments, reviews/evaluations
    according to the developed project learning agenda as agreed with the
    supervisor
Conduct Studies,
lessons learnt and case stories, as well as documentation and learning (30%)
  • Contribute to the implementation of a Monitoring and Evaluation
    Knowledge Management and Learning Strategy and work in close collaboration
    with the MEAL specialists to develop a strong learning culture through
    project evidences
  • Lead the documentation, analysis and dissemination of lessons
    learned, human interest stories, best-practices and innovations and
    evidence-based case studies from projects
  • Archive and maintain in-house databases of relevant project
    material, a collection of physical and digital resources; and advising on
    the management and retrieval of information.
  • Coordinate project level acquisition of all routine activity reports
    from field staff for storage and accountability.
  • Organize in collaboration with the initiative manager the
    dissemination of project performance progress, program highlights and
    learning and make them available to relevant audiences through a variety
    of approaches, including events and review meetings.
  • Contribute to the development of project knowledge products
    including technical briefs or activity, quarterly and annual project
    reports, learning briefs, newsletters, brochures, presentations, and
    posters.
Supporting CARE
Generic M&E related aspects (5%):
As shall be agreed with the line manager, this position will work on the
broader M&E tasks within the country office, especially the PIIRS
reporting, and data collection for the CD performance dashboard

Qualifications, Skills and Experience: 
  • The applicant for the CARE International Monitoring Evaluation
    Accountability and Learning (MEAL) Coordinator job placement should
    preferably hold a Bachelor’s degree in the relevant field and or Post
    graduate qualification relating to Monitoring Evaluation Accountability
    and Learning (MEAL).
  • Advanced knowledge and at least five years of proven practical
    experience, technically supporting gender transformative approaches.
  • Technical background and experience in utilizing and applying in a
    manner efficiently for M&E packages such as STATA, SPSS, among others
  • Experience working in a large, cross cultural teams with multiple
    deliverables is a desirable.
  • Strong inter-personal communication and facilitation skills; sound
    judgment and decision making skills.
  • Ability to network, build relationships and establish collaboration
    with different partners, and agencies (local and international).
  • Ability to link with community activists and social movements
  • Knowledge and strong skills in M&E, report writing and
    documentation.
  • Unshakable commitment to gender equality.
  • Knowledge of languages used in the participating districts are
    considered an added value
