About US:
The Vegetable Oil
Development Project Phase 2 (V0DP2) is implemented by the Ministry of
Agriculture, Animal Industry and Fisheries (MAAIF) funded by IFAD and
Government of Uganda (GOU). The V0DP2 goal is to contribute to sustainable
poverty reduction in the project area. The Development objective is to increase
the domestic production of vegetable oil and its’ by products, thus raising
rural incomes for smallholder producers and ensuring the supply of affordable
vegetable oil products to Ugandan consumers and neighboring regional markets.
VODP2 has three components; the Oil palm Development Component, the Oilseeds
Development Component and the Project Management Component. Through the
project, Government of Uganda is investing in the development of oilseed crops
(sunflower, soybean, sesame & groundnuts) value chains in fifty one
districts in Eastern and Northern Uganda, and cultivation of oil palm in
Kalangala and Buvuma Districts.
Job Summary:   The Monitoring and Evaluation Officer will be
responsible for the operation of a sound monitoring and evaluation system in
line with the Project objectives and approach that ensures systematic and
regular collection of high-quality data and timely availability of such data
for Project Management and other decision makers
Key Duties and Responsibilities: 
  • Keenly review and update the web-based central M&E system for
    the project that on one hand can be used to measure achievement of
    outputs, outcomes and Project impacts; and on the other can serve as a
    data base for the vegetable oil sub sector as a whole; and ensure
    systematic and regular collection of relevant data.
  • Develop guidelines for implementation of the M&E activities, for
    use by staff at different levels of implementation of the Project,
    including data collection, processing, recording, reporting and knowledge
    management.
  • Guide, support and supervise the M&E assistants, identify their
    training needs and organize training for them, and ensure that they
    receive the required support.
  • Coordinate an efficient operation and maintenance of the central
    M&E system and ensure that the system can produce reliable data
    whenever a need for such data arises.
  • Ensure that the Project’s Logical and Results Frameworks are updated
    with reliable information and data and submitted to relevant offices in a
    timely manner.
  • Work in close consultation with Head M&E unit of the project,
    facilitate the preparation of activity-based annual work plans and
    budgets: organize and facilitate the Annual Review Workshops, AWPB
    Workshops, supervision missions and other technical backstopping missions.
  • Coordinate the preparation of, and disseminate, the Project’s
    periodic progress reports.
  • Design and prepare terms of reference for baseline, mid-term and
    impact assessment surveys, and guide and supervise the external agencies
    contracted for implementation of such assignments.
  • Work in close coordination with the Project Monitoring Unit
    technical team, identify relevant thematic study areas, plan and supervise
    the implementation of the studies and/or survey, review the resulting reports,
    and provide a first level of quality control on these.
  • In coordination with the Project Management Unit, technical team,
    develop a survey methodology for oil crops yield monitoring and ensure
    timely and periodic monitoring.
  • Work hand in hand with the Environment Officer to coordinate timely
    implementation and reporting of environmental and social assessments and
    monitoring.
  • Conduct an assessment of M&E staff training requirements and
    organize short training courses for the Project team and stakeholders, as
    needed.
  • Contribute to the preparation of the Project Implementation and
    Financial Manuals and
  • Perform any other relevant duties as may be instructed by the
    Supervisor.

Qualifications, Skills and Experience: 
  • The ideal applicant must hold an Honours Bachelors in Economics,
    Statistics, Agricultural Economics, Development Economics, Business
    Administration, Social Sciences or a related field
  • A Postgraduate Qualification in M&E from a recognised University
    / Institution.
  • At least five (5) years’ experience in Monitoring and Evaluation
    from Government or reputable Organisation
  • Good knowledge of computer applications particularly MS Excel, Word,
    Access and Power point, STATA
  • Data collection, data entry, data analysis and design of data entry
    and analysis screens
  • Training and/ or demonstrated evidence in the use of Geo-spatial
    technologies (GIS)
  • Working knowledge of written and spoken English
  • Age: 28 years and above
