Job Summary:  The Manager Procurement and Disposal Unit is
responsible for providing leadership to the Procurement and Disposal Unit.
Key Duties and Responsibilities: 
  • Coordinate and manage the procurement and disposal activities of the
    University.
  • Prepare and implement the Procurement and Disposal Plan of the
    University.
  • Prepare and submit periodic reports for the Contracts Committee,
    Accounting Officer and PPDA.
  • Ensure compliance and conformity with Government Procurement and
    Disposal regulations.
  • Provide timely information to the Accounting Officer on all
    procurement activities of the University.
  • Coordinate and ensure that Sub Procurement Units, Evaluation
    Committees and Contracts Committee are functioning effectively and fully compliance
    with applicable regulations.
  • Coordinate and ensure that all procurement processes are performed
    in a timely, efficient and effective manner.
  • Perform any other duties as assigned by the supervisor.

Qualifications, Skills and Experience: 
  • The applicant must hold a Masters Degree in Procurement / Purchasing
    or MBA with specialty in Procurement
  • A Bachelors Degree in Procurement /Purchasing OR Bachelor of
    Commerce (B.COM) OR Bachelor of Business Administration (BBA),
  • Full membership of the Chartered Institute of Purchasing and
    Supplies (CIPS) is a MUST.
  • At least eight years of relevant working experience, 4 years of
    which should have been at Senior Managerial level in a reputable
    Organization.
  • In-depth knowledge of regulatory Laws, Policies and Practices in
    Public Procurement.
  • Excellent understanding of public procurement regulations and
    processes
  • Leadership and supervisory skills
  • Ability to build, lead, and work with teams
  • Contract management experience
  • Computer literacy
  • Interpersonal & communication skills
  • Quick judgment and decision making
  • Ability to initiate change
  • Honesty and integrity
  • Age: Below 50
    years
