The Infectious
Diseases Institute (IDI) is an international non-profit organization which is a
partnership of infectious diseases and public health specialists. The overall
objective of the IDI is to strengthen health systems with strong emphasis on
Infectious Diseases, through Research and Capacity Development. IDI has five
operational areas through which it works to achieve its mission: Prevention,
Care and Treatment; Training, Research and Laboratory services (provided
through a partnership with the Makerere University – John Hopkins University
Core Lab) and Outreach.

Job Summary: The Head of Lab Services (HLS) is a member of
the Senior Management Team (SMT) and is accountable for the strategic
development and management of the IDI Lab Services programme which includes all
the laboratories owned by IDI; including the IDI Core Lab (CAP-certified), the
IDI Translational Lab, STAT labs and the IDI Kasangati Lab. The overriding task
for the HLS is to drive the coherent strategic development of IDI Lab services
in a manner which synergistically optimises the performance of the various IDI
labs to achieve both the research/programmatic and the business objectives, and
delivers high quality lab services for the benefit of Uganda and the region.

Key Duties and Responsibilities:
- Lead the development of the Laboratory Services strategy and monitor
its implementation in line with the IDI strategic plan. - Determine evolving product mix and integration approach with other
IDI programmes (e.g. training, technical assistance, research, outreach,
data intensive science, and Global Health Security) - Convene and chair the IDI Lab Services Steering Group (quarterly)
and the Lab Services Management Group (monthly)and monitor action points - Build global, regional and national partnerships/networks and work
closely with relevant IDI departments, Makerere College of Health
Sciences, other partners, MoH and public/private labs to ensure smooth
collaborative joint lab projects. - Update the Lab Services structure and lead the laboratory teams and
ensure there is sufficient lab capacity and that lab operations function
efficiently. - Ensure CAP certification is maintained and other international
quality standards are achieved - Work with grants management unit to ensure timely and accurate lab
reporting and financial accountabilities - Produce budgets and oversee financial management of Lab Services;
including monitoring of core cost contribution of all new lab proposals
and partnerships - Develop short/long lab courses (including GCLP) in conjunction with
the IDI Training & Capacity Development programme, develop online and
distance support options and lead the teaching and mentoring of
undergraduate and postgraduate students. - Support and enhance the academic environment at IDI including;
consulting on lab-related proposals and projects grant activities, and
reviewing and helping to prepare papers for publication with students,
staff and collaborators. - Design, implement and disseminate key performance metrics for lab
services; and review periodically - Build and maintain lab research resources especially repositories
and ensure laboratory safety is maintained at all times. - Oversee efficient specimen storage services with totally reliable
backup power systems as well as lab data management systems - Contribute to the overall strategy and management of IDI and produce
material for Board meetings as required.
Qualifications, Skills and Experience:
- The applicant for the Head of Department- Laboratory Services
Programme job must hold a PhD in a relevant laboratory-science field or a
medical doctor with a Master’s degree in a relevant field and preferably a
PhD. - At least five years of experience in lab management (including HR
management); a sound lab research background; - Ability to solicit grants and manage relations with funders.
- Self-starter with strategic vision and the leadership skills to
achieve the strategy. - Notable record in running a service laboratory (which also supports research);
plus, knowledge of HIV/AIDS and infectious diseases; and of clinical
objectives, programs, methods, procedures and standards within the field
of infectious diseases - Experience operating a laboratory that meets international quality
standards e.g. CLIA or ISO - Exceptional written communication skills and the ability to interact
internationally at the most senior institutional, funder, and academic
levels - Experience in identifying, evaluating and nurturing partner
relationships - Experience in financial management including generating and managing
budgets
